The programme will enhance the capacity of the public and private sector in Mozambique to realise the benefits of the SADC – EU Economic Partnership Agreement (EPA) by improving the country’s environment for trade and business and raising awareness of EPA opportunities among the private sector and other non-state actors.
The first component of the programme is to improve Government’s capacity to coordinate and implement the EU-SADC EPA and WTO trade facilitation reforms. Technical assistance and capacity building will be provided to strengthen the capacity of the Ministry of Industry and Commerce to oversee and coordinate EPA implementation as well as participate in the ongoing EPA process, including discussions on services negotiations. The component will also directly support implementation of customs reforms, working with key stakeholders such as the Revenue Authority and the Customs administration.
A second component of the programme will enhance EPA awareness among various stakeholders such as private sector, business associations and non-state actors. It will also build the capacity of the private sector and non-state actors to participate in the monitoring of the EPA, including ensuring a stronger voice for women in trade issues.
The Team Leader will be responsible for the overall management of the project and the achievement of the project results. S/he will be responsible, together with the Key Experts, for the preparation and implementation of all tasks including logistics aspects coordinating individual expert inputs (if relevant) and for reporting, including financial reporting.
