SOW for Supply Chain, Food Commodities and Logistics Consultant Full-Time

CARE Mozambique is seeking a consultant with experience in supply chain, food commodities and logistics to provide support during the design phase of a USAID five-year program, focusing on food distributions and market-based interventions such as cash
transfers or food vouchers, to improve the food and nutrition security of vulnerable populations in Zambezia province. The project will be implemented in the districts of Mocuba, Morrumbala, Derre, Lugela and Ile.

The assignment is estimated to be 15 days in duration and will involve supporting the work of
a consultant coming from outside Mozambique.

Responsabilities

The work will involve providing support on the following;

• Determine and identify Port in Mozambique with capacity to handle annual or biannual commodity call forwards;
• Provide costs for contracting services such as Certified Independent Surveyor;
• Customs Clearance Agent, and any other agencies as required by country policies;
• Provide advice regarding Mozambique policy regarding officials from Ministry of
• Agriculture and Health presence and any costs associated with their attendance. See attached Port checklist;
• Identify and provide estimated budget for Primary Warehouse at Port;
• Design plan for Secondary Warehouses in Zambezia. Provide budget estimates for warehouse rental and regular warehouse fumigation;
• Provide budget for transportation, a) Long-Haul transport company to move commodities from Port to Primary warehouse and to regional warehouses and b) short-haul transport companies to transport commodities from regional warehouses
  to distribution sites;
• Labor costs for off-loading and loading of commodities at warehouses (PortSecondary Warehouses.

Requirements

Qualifications

• A qualified applicant will have the following skills, qualifications, and competencies: Good spoken English;
• 5-7 years minimum experience of working in food programming and logistics in Mozambique;
• Specific knowledge in commodity management and logistics in relation to US Government food aid programming is an advantage
