Senior Officer, Logistics Full-Time

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 192 member National Societies. The Secretariat’s headquarters is organized into four main Business Groups in Geneva, and five Business Groups in the field, namely; Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut). The Africa Regional Office is organized in Country Cluster Support Teams (CCST) covering the National Societies in Eastern Africa, Indian Ocean Islands and Djibouti, Southern Africa, West Coast, Sahel and Central Africa as well as Country Offices in Sudan, Republic of South Sudan, Somalia, Democratic Republic of Congo, Sierra Leone, Niger and Central Africa. The Southern Africa Country Cluster office supports 9 South Africa, Malawi, Mozambique, Eswatini, Lesotho, Botswana, Zambia, Namibia and Zimbabwe. Mozambique was hit by two category 4 tropical cyclones (Idai and Kenneth) in one season. Mozambique National Disaster Management Institute (INGC) indicated that 1.5 million people were affected, including more than 140,000 people displaced – many sheltered across 139 evacuation centres, spontaneous settings and makeshift shelters at peak emergency moment. Some 603 people have been confirmed dead as a result of the cyclone, according to the most recent reports issued by INGC. At the same time, more than 1,600 people were injured, and more than 230,000 houses were damaged and destroyed. Tropical Cyclone Idai has also affected Mozambique’s food security and livelihoods in the long term, due to extensive damage to standing crops immediately before the harvest season due in the months of March-April as well as loss of seeds and tools . The entire southern Africa region has been facing the effects of the ongoing El Niño with below-average cumulative rainfall and abnormally high temperatures for the 2018/19 season. The whole southern Africa region has suffered from sustained drought in recent years. Nearly one month later, cyclone Kenneth has hit Northern Mozambique’s coastal province of Cabo Delgado. The cyclone Kenneth has left destructions of houses, standing crops and key installations. The assessment report indicates that over 37,000 houses either have been damaged or destroyed. IFRC has revised Emergency Appeal to assist households affected by cyclone Kenneth. IFRC has launched an Emergency Appeal on 19 March for CHF 31 million which was revised on 06 May for CHF 32 million to assist 172,500 people affected by cyclones Idain and Kenneth for 24 months. The Emergency Appeal operation focuses on shelter, livelihoods and basic needs, health, WATSAN, protection, gender and Inclusion and Disaster Risk Reduction and national society capacity strengthening in emergency.

With guidance and support from IFRC Logistics Delegate, the Senior Logistics Officer based in Beira will monitor activities to enable delivery of logistics services which are in-line with IFRC Logistics strategy and IFRC procedures ensuring right quality and optimized services that meets the requests of services users.

This will include involvement in fleet management, stock control, warehousing, ensuring efficient logistics and warehousing operations, and is the first line of assistance during the response for operations involving the warehouse stock.

He/She will work closely with CVM logistic department ensuring integrated approach with HNS and conduct activities in scope of National Society development (NSD).

This role is based in Beira, Mozambique but operates as a part of global LPSCM unit, therefore needs to maintain awareness of wider activities. Based on current and anticipated needs, there is the potential for domestic travel for short term deployment to support the operations of IFRC in the country.

This role carries both co-ordination and management responsibilities. The role will provide level logistics service provision in conjunction with HNS and under the guidance of the IFRC Logistics Delegate. The aim of working with NS is to build skills and capacity to enable NS to manage Country level logistics as set target with RC/RC need. This role is also responsible for the direct management of IFRC logistics projects and carries accountability for Country level IFRC fixed logistics assets. As such, this role requires excellent team working, training and project management skills and technical expertise.

Logistics standards and procedure:

• Responsible for implementing and maintaining standard IFRC/CVM logistics. Updates in Logic and Fleetwave;
• Conform to IFRC guidelines with regards to LPSCM standards including logistics financial and procedural management of the procurement process and contract management, seeking clarification and guidance.

Fleet:

• Provide overall control of all vehicles, vehicle despatcher and drivers;
• Ensure that all vehicles in Country are registered, insured and have valid documentation that allows them to operate in accordance with the rules of the land;
• Ensure that vehicles are well maintained and serviced timeously in line with IFRC regulations;
• Ensure that vehicle files are readily available, and all information therein is up to date;
• Ensure that all logbooks are adequately filled and submitting logbook information to the Regional Fleet Officer on a Monthly basis;
• Advising on preventative and repairs of vehicles in order to ensure maximum life span on vehicles;
• Assist in driver recruitment and training;
• Advise Logistics Delegate of all legislation changes and ensuring compliance therewith.;
• Update all the information to fleetwave adequately.

Warehousing

• To maintain and develop the IFRC – Mozambique Red Cross warehousing (reorganizing and maintenance);
• To implement, maintain and follow IFRC – Mozambique Red Cross standard warehouse practices and record keeping in accordance with audit trail standards;
• To ensure the correct storage and rotation of stocks, as well as proper structural maintenance of the warehouse(s) in view of maintaining all stocks in good condition;
• To maintain accurate stock records and controls and provide weekly and monthly stock reports to the Line Manager and advice on warehousing issues that affect the overall operations;
• To organize local labour timely and efficiently. Reception and dispatch of goods within the warehouse;
• To liaise and maintain timely communications with relevant other delegation units, departments and services to ensure the timely and efficient receipt and dispatch of goods from the warehouse in support of their activities;
• To support, train and develop the competencies of local employees, so they may be self-sustaining;
• To contribute to strengthening the capacity of the IFRC – CVM warehouse staffs;
• To perform other duties as may be assigned by the direct supervisor

Staff Management

•  Provide coaching and on-the-job training to the CVM staff and volunteers with regards to building capacity at local levels on Logistics Standards and accountability.

 Other duties

•  Ensure proper asset management and reporting including implementation of existing IFRC tools and software

Required:

• Educated to university degree level in relevant subject, preference for Logistics, procurement and supply chain management;
• University degree in degree in Business Administration, Management, Logistics, Procurement, or a related field.

Required:

• Availability to manage local staff/teams, direct logistics operations;
• A Minimum of 4 years’ experience in leading and managing logistics;
• Ability to motivate, lead and work effectively through others to achieve operational objectives;
• Experience of working with a Red Cross/Crescent Society;
• Strong procurement knowledge and experience;
• Experience in developing and implementing trainings in supply chain management;
• Experience in staff management;
• Must have a valid driver’s licence legal in Mozambique

Preferred:

• Experience within the commercial sector;
• Red Cross/Red Crescent knowledge and experience.
