RFSA Proposal Support Consultancy Temporary

CARE Mozambique is seeking the services of an experienced consultant.

Context

The USAID Bureau for Humanitarian Assistance released an RFA for the Mozambique Resilience Food Security Activity in August 2021. CARE, in consortium with partners, is designing a five-year project, scheduled to start early in calendar year 2022, to cover 4 target districts in Zambezia province. There is a possibility of renewal for up to five additional years.

This RFSA program places particular emphasis on infant and young child feeding (IYCF) and improved nutrition for pregnant and lactating women. The program will also have a large commodities component, with 50% of the budget to be for funding of commodities and associated costs. The proposal is due on October 11, 2021.

CARE Mozambique is pursuing several new funding opportunities simultaneously as well as responding to an ongoing humanitarian emergency in the north of the country. To provide additional needed support on design of the RFSA proposal, CARE Mozambique is seeking the services of an experienced consultant for a period not to exceed 25 days. The consultant will provide crucial backstopping support and inputs to ensure that the proposal design is technically strong, responsive to BHA requirements and priorities, aligned with MoH strategies and priorities and appropriate for the Zambezia context.

The consultant may be asked to represent CARE Mozambique in meetings with other NGOs, Government ministries, UN agencies and other principle stakeholders, as well as to recommend adjustments to the proposal design to maximize quality and impact and to facilitate eventual implementation of the project.

Requirements

Qualifications

A qualified consultant will have the following skills, qualifications, and competencies:

• At least 15 years of experience working in the humanitarian or development sector in Mozambique;
• At least 10 years of successful new business development/resource acquisition experience in Mozambique, including developing activity, budget and staffing plans;
• Fluency in Portuguese and English;
• Experience working in and familiarity with, the context of, Zambezia province, preferably at both the provincial and district levels;
• Familiarity with Mozambique national health system structures, policies and priorities;
• Excellent interpersonal skills and demonstrated ability to establish effective working relations with diverse stakeholder groups, including local, expatriate and Headquarters staff;
• Commitment to CARE’s core values and humanitarian principles;
• Experience in project operations and logistics management is beneficial, although not required.

Expectations/Deliverables:

• The consultant will review the RFA and the proposal documents in detail;
• CARE will organize virtual project workshop sessions, meetings and discussions with the consortium team in order to collaboratively refine the proposal design, and finalize activities and budget. The consultant will participate in these virtual meetings;
• On request, the consultant will review sections of the proposal for technical quality, alignment with MoH priorities and strategies, and contextual appropriateness/feasibility, and make revisions or recommendations for needed adjustments;
• Contribute to data/evidence gathering activities by doing desk research and providing technical inputs to the proposal;
• Represent CARE in meetings with Government representatives, including possibly in Zambezia, for the purpose of explaining the project design or gaining a clear understanding of how it fits into the MoH systems and strategies;
• Provide support to CARE in getting relevant support letters from key stakeholder in Zambezia;
• Validate or critique (as necessary) the use of proposed strategies, interventions, or technical approaches in Mozambique;
• Provide input and reviews for technical documents and strategies as requested (e.g. the theory of change, technical narrative, specific annexes, etc.).
