Rapid Response Mechanism Project Manager Temporary

The Action Contre La Faim (ACF) Mozambique team is hiring a Rapid Response Mechanism (RRM) Project manager for Cabo Delgado.

General Mission

• In accordance with ACF, international and national standards, assesses needs, submits alerts, conducts multi-sectoral surveys, and identifies, implements, monitors and evaluates emergency interventions within the framework of the Rapid Response Mechanism in dedicated areas;
• Actively participates in humanitarian monitoring and contributes to the development of data collection and post-distribution monitoring tools as well as to the capitalization of program activities.

Specific Objectives

Mission 1: Participate in humanitarian monitoring and conduct evaluations

• Evaluate and analyse the humanitarian context of the RRM ACF intervention zone based on information collected by the teams;
• Contribute to the identification of focal points and feed in the database of contacts;
• Based on the shocks identified or to be identified, propose assessment missions;
• Supervise multi-sectoral surveys;
• Collaborate with the Surveillance manager to organize joint assessments (nutrition, SMART, etc.)

Mission 2: Ensure the implementation, monitoring and reporting of RRM activities

• Ensure that the project is managed in accordance with ACF’s rules of procedure (logistical, financial and HR);
• Coordinate the overall implementation of the mechanisms on the ground in accordance to the project description;
• Ensure synergy between the RRM/emergency programme teams and the support teams;
• Identify and propose innovative technical solutions to the technical/logistical constraints related to the implementation of the activities;
• Ensure communication with local authorities and beneficiaries, identify and organize distribution sites, and define the operating mode for each distribution/intervention;
• Define standard operating procedures (HR, Logistics, Security) for sectoral or multi-sectoral responses.

Mission 3: Ensure the monitoring and evaluation of the RRM Project

• Define tools for monitoring and evaluating the impact of activities and contribute to improving the relevance and quality of emergency interventions;
• Carry out budgetary monitoring of projects, and if necessary, revise the human, logistical and financial needs of projects and the timetable and propose budgetary amendments;
• On the basis of the activity reports (APRs or other tools), monitor project indicators and produce the requested donor/external reports;
• Conduct regular field visits and impact assessments of emergency interventions in coordination with the other RRM actors and recommend/identify emergency interventions within the RRM actors;
• Ensure the implementation of recommendations from internal audits/visits by Coordination team members to the field/field assessments;
• Ensure that the emergency teams capitalise on the mechanism and make proposals for better integration of the mechanism into all the mission’s programmes and for the development of an “ACF Emergency” know-how and strategy.

Mission 4 : Supervise and manage the teams

• Recruit and manage the team (leadership, follow-up, motivation), including conducting regular appraisals according to ACF procedures, and promote capacity building;
• Develop weekly plan, movement plan, and liaise with the relevant department for smooth implementation;
• Evaluating and updating the project’s HR needs;
• Ensure good synergy with coordination teams.

Mission 5: Contribute to the strategic directions and modus operandi of emergency response mechanisms and ensure that this approach is integrated into the country program strategy

• Participate in the development and updating of the country strategy by providing information from the field through active humanitarian/security monitoring;
• Contribute to the definition/revision of the common RRM framework in collaboration with other RRM and emergency partners;
• Contribute to the definition/revision of the multi-sectoral and sectoral evaluation methodology in collaboration with RRM partners;
• Participate in the development of the RRM’s humanitarian monitoring strategy;
• Ensure that the technical recommendations given by the mission’s Technical Department Managers are taken into consideration during the implementation of interventions.

Required Skills

• 3 years experience in the humanitarian sector with progressive management and decision-making responsibility, including 1-2 years of experience implementing humanitarian programs with cash/nutrition components;
• Full proficiency in English (written, oral) and at least one latin language. Portuguese is a plus;
• Strong supervision (in the field and remotely), communication, training-facilitating skills and experience;
• Demonstrated capacity in Project Cycle Management including sound financial management, and coordination of multi-sector projects;
• Ability to communicate/liaise with government agencies, stakeholder, communities and other partners;
• Experience in assessments (basic needs of vulnerable population), appraisal methodologies and surveys such as market, needs risk assessments, establishing beneficiary selection criteria;
• Experience in human resource management is needed. A good degree of maturity and responsibility is necessary to manage the project team;
• Computer and internet use skills (Word, Excel, PowerPoint) and strong experience with database;
• Ability to organize, train and motivate a multicultural team;
• Proven ability to build external relationships with diplomacy, tact and professionalism in a complex and demanding environment;
• Able and willing to travel extensively and stay in the field with moderate living conditions.
