Project Officer Temporary

ChildFund International is seeking a Project Officer (two positions), Location: 1) Maputo (Based in Manhiça and working with Magude, Namaacha and Matutuine)  and 2) Nampula (Based in Ribáuè).

Summary

Reporting to the Project Coordinator, the Project Officer will be part of a team implementing an Early Childhood Development (ECD). He/She will work closely with the ChildFund Country office in Mozambique, district-level government authorities, and other NGOs working on ECD at the field level, the Project Officer will be part of a project team planning and ECD activities implementation/he will be responsible for the day-to-day project implementation at the local partner level. The Project Officer will work closely with the M&E officer, Grants Compliance Specialist, Local Partner staff, and other stakeholders on the ground for effective and efficient project implementation. The position is an 8-month contract with a possibility for extension contingent on funding and codevelop the proposal for a subsequential implementation period. This is an 8-month project from 1 July to 28 February; any extension is contingent on funding.

Responsabilities

• Participate in the development of a detailed implementation plan;
• Conduct a series of consultations with parents and caregivers, key government ministries/departments, and other ECD stakeholders in the target counties;
• Support in assessing existing and potential new implementing partners’ capacity to implement ECD and Nurturing Care interventions in consultation with the county governments;
• Work closely with identified local implementing partners and relevant government representatives to develop and validate appropriate project plans and reports;
• Participate in developing an evaluation plan for the implementation phase, including proposed objectives, evaluation questions, child development indicator profiles, data collection tools, and analysis plans to support the measurement of child development outcomes;
• Plan and coordinate stakeholder validation and prioritization workshops with the target counties’ parents, caregivers, and community representatives;
• Participate in monitoring and evaluation exercises, including field visits and surveys, and share and aid in identifying existing and potential challenges that can slow down project implementation. Share these with the project coordinator in real-time for decision-making and remedial measures;
• Support the Project Coordinator for timely preparation and submission of quality progress reports that meet ChildFund and donor requirements;
• Collect data on project indicators and maintain an updated database on project progress;
• Assist in tracking project performance at the community level and report, monitor, and follow up on project activities;
• Conduct surveys and analyze data every quarter and make recommendations to improve the project based on the findings;
• Identify and document human interest stories and case studies based on the successes of implemented projects
• Document lessons learned and best practices for experience sharing and replication;
• Be alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills necessary for promoting strong safeguarding practices, understand the child safeguarding policy and procedures, and ensure full adherence to the Child Safeguarding Policy;
• Demonstrated commitment to fostering and maintaining an environment of diversity, inclusion, and equity;
• Any other duties relevant to the position may be assigned by the supervisor.

Qualifications

• Bachelor’s degree or equivalent experience in either Education, Early Childhood Studies, development studies, or any other relevant social sciences;
• Diploma holders with over five years of experience will also be considered;
• Strong data collection and collation skills, processing, analysis, and report writing;
• Good computer skills in word processing, spreadsheets, and database software programs;
• Experience working with civil society groups and government authorities;
• Experience in delivering Early Childhood and Care Development activities;
• Demonstrated ability to run high-quality interactive training in-person and remotely (virtual);
• Demonstrated ability to communicate and collaborate successfully with individuals and teams at all internal and external levels;
• Excellent interpersonal skills and demonstrated ability to work effectively in team situations;
• Ability to manage multiple priorities;
• Knowledge and application of computer skills;
• Fluency in Portuguese;
• Fluency in one/more national and local languages is an advantage (Xirhonga for Maputo and Emakhuwa for Nampula).
