Project Manager Full-Time

Street Child is hiring a Project Manager, based in Pemba.

 Role Purpose

The M&E Officer will support the implementation of the Right to Care project in partnership with UNICEF. Our planned project will include provision of psychosocial support to children displaced by insecurity, case management for children at risk and livelihoods support for the most vulnerable caregivers.  This is an exciting opportunity for the successful candidate to be part of setting up a new project and expanding the programme portfolio of Mozambique.  The main responsibility of the Project Manager will be to oversee the implementation of the Right to Care project in the province of Cabo Delgado reporting to the Mozambique Country Director. The role will involve managing the Street Child team in Pemba, Cabo Delgado, work effectively with implementing partners and ensure strong coordination between Street Child, UNICEF and their partners and government stakeholders. This position requires proven capacity of project delivery, effective team management and effective partner management at a senior level. The ideal candidate would have a strong background in humanitarian work with a focus on child rights, child protection, and ideally livelihoods. The successful candidate will also have proven coaching, teamwork and communication skills, and excellent leadership ability. Analytical thinking and the capacity to research innovative intervention methods, as well as creativity and flexibility are also expected.

 Key Responsibilities

1. Project Planning and Implementation (50%)

• Development of work plans for Street Child team and implementing partners, design of project management tools and project inception meetings;
• Monitoring of activity progress against target, and supervising and recording of project activities expenditure against budget;
• Preparation of narrative and financial reports monthly, quarterly and annually as required on project activities to partners and donors;
• Identifying, troubleshooting and reporting issues with project implementation to the Country Director as necessary;
• Responsible for effective management of implementing partners to identify partner training needs and coordinate with Street Child staff and partners to build partners’ organisational capacity through mentoring, coaching and training;
• Responsible for recruitment and management of project staff, in coordination with the Country Director;
• Responsible for co-ordination and liaison between Street Child, UNICEF and UNICEF partners.

2. Reporting (30%)

• Overall responsibility for preparation of narrative and financial reports monthly, quarterly and annually as required on project activities to partners and donors;
• Responsibility for preparation of internal reports for Street Child UK monthly, quarterly and as required;
• Responsibility for preparation of project case studies and communications as required by the Street Child UK team.

3. Operational Delivery (20%)

• Overall responsibility for the running of Street Child office in Mozambique;
• Responsible for co-ordination and liaison between Street Child and other agencies/local government, representing Street Child at a senior level;
• Represent Street Child at stakeholder meetings including Protection cluster, Child protection Working Group Meeting, GBV sub cluster, HCT meetings and NGO Forum;
• Participate in developing long- range strategies goals and strategies for Mozambique consistent with the mission and capability of the organization;
• Participate in the development and planning of new projects to expand the country programme portfolio.

Education / Qualifications

• Masters Degree in Social Science, Human Rights or equivalent

Experience and Knowledge

• Experience (at least 3 years) working in international development in programme management roles;
• Experience (at least 1 year) of working in humanitarian and emergency response in child protection;
• Experience in managing staff and working with local partners
• Proven evidence of having led the delivery of successful programmes, ideally with a budget of $300.000 or more
  Experience in livelihoods in emergencies and protracted crisis an asset.

Skills  and Abilities

• Strong analytical, reporting, strategic thinking and planning skills.
• Strong monitoring and evaluation skills/experience
• Knowledge of project cycle management.
• Knowledge and ability to apply CPMS

Other

• Fluency in Portuguese (written and spoken) and excellent writing skills;
• Fluency in English (written and spoken) and excellent writing skills;
• Additional local languages are an advantage.
