UNDP Mozambique, through the Governance and Social Cohesion Unit (GSCU) supports democratic and transparent governance processes that promote peace, security and stability, the protection of human rights, and gender equality, which are seen as prerequisites for prosperity and inclusive development and foundational vectors of the SDG 2030 Agenda. One of GSCU’s focus areas is supporting decentralization reforms in Mozambique, which works towards promoting inclusive governance mechanisms and participation of all people of Mozambique in democratic processes. To provide further impetus to the decentralization process, the Government of the Republic of Mozambique and UNDP have developed the “Initiatives to Promote Provincial Decentralization in Niassa and Nampula” project. The project is the result of consistent dialogue with government (including at the political level); fully aligned with the legislative changes introduced under the Decentralization Package; will form an integral part of the National Program for Decentralization (NPD) which will be finalized in the first quarter of 2022; and complement the support provided by other development partners, both within and outside the UN system.
The Programme Associate is expected to oversee the implementation, monitoring and evaluation of the activities in the province of Nampula, under the supervision of the CTA and in close coordination with the Representation of State and Provincial Decentralized Governance Bodies in Nampula. Their tasks will include providing technical assistance to the focal points of local institutions. In addition, the Programme Associate is expected to strengthen the links and synergies between other UNDP interventions supporting decentralization at provincial level, such as in Niassa, Cabo Delgado, Sofala and Manica, as well as other international cooperation actors present in the country working in the framework of the decentralisation process.
Institutional Arrangement
The Programme Associate will be housed at the provincial level and, He/ She will work with the technical provincial team of the province of Nampula in order to support the local administration from the inside, whenever necessary, will work with other territorial institutions namely, district or municipalities (a dedicated calendar may be formulated and agreed with the CTA and team on the time needed). He/ She works in close collaboration with the DeSCO and the PFM specialist, other Programme units, operations, programme, and project teams to ensure that the activities of the project are in line with the project plan and budget.
