Program Manager Full-Time

Summary

Counterpart International is currently seeking a Program Manager for a  5-year USDA McGovern-Dole Food for Education and Child Nutrition Program which aims to reduce hunger and improve literacy and nutrition among school-age students, especially girls. Under the supervision of the Chief of Party, the Program Manager is responsible for the supervision of project activities at the Program office. S/he will be in charge of managing programmatic and operational activities.  S/he will manage the program team and identifying problems and solutions that will be passed on to the Chief of Party. This is a full-time position based in metropolitan area of  Maputo, Mozambique. The applicant should be a Mozambique national or have the legal right to work/reside in Mozambique.

Duties and Responsibilities

Main Duties and Responsibilities

• Strategize, implement, and maintain program initiatives that adhere to organizational objective;
• Develop program assessment protocols for evaluation and improvement;
• Maintain organizational standards of satisfaction, quality, and performance;
• Oversee multiple project teams, ensuring program goals are reached;
• Work closely with the Chief of Party, cross-functional teams to plan and develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives;
• Manage budget for project and be accountable for delivering against established goals/objectives;
• Coordinate proactively with cross-functional teams (Sector Experts and Lead Facilitators) to maximize productivity and sustainability outcomes through effective planning, implementation, monitoring and evaluation and learning activities;
• Analyze, evaluate, and overcome program risks, and produce program reports for management and stakeholders;
• Supervise the field program team and the other staff employed in the project to effectively execute all assigned activities;
• Ensuring goals are met in areas including customer satisfaction, safety, quality, and team member performance;
• Lead, manage, inspire and hold field staff to higher performance levels and Counterpart’s corporate values;
• Prepare and submit quality weekly and monthly project status reports;
• Work with the Senior Management in the design and development of new programs as needed;
• Represent Counterpart International in the field and everywhere else as delegated by the Chief of Party;
• Ensure the delivery of quality reports, within the given deadlines and maintain complete and accurate documentation of project tasks;
• In collaboration with the Chief of Party, maintain good working relationship with local partners and foster teamwork;
• Regularly visit project activities in schools and report on activities in details;
• Invest in building relationships, both with direct and indirect beneficiaries (cognizant government partners at all levels including target communities;
• Carry out any other task required by the Chief of Party.

Qualifications​

• At least a master’s degree or any other degree recognized in equivalence in one of the following fields: International Development, Public Health, Economics, Nutrition, Business Administration, Sociology or Project Management;
• Minimum of seven (7) years of experience in managing development projects preferably on a USG donor-funded project;
• Have a good ability to handle conflicting tasks; an ability to prioritize and deliver high quality performance on a regular basis;
• Good knowledge of partnership environment, food security, aid policies of donor government, humanitarian issues, resource mobilization strategies;
• Demonstrated knowledge of U.S. Government rules (USDA, USAID), regulations, policies and procedures;
• Knowledge of MS Word, Excel and PowerPoint;
• Excellent organizational, analytical, oral, and written communications skills;
• Demonstrated supervisory and leadership skills;
• Have a good ability to manage relationships with diverse people; an ability to work well alone and in a team environment;
• Excellent Communication skills in Portuguese and in English (verbal and written) are required;
• Experience in the NGO community and a good knowledge of the Maputo Province region is a plus.
