Job Summary

You will coordinate local procurement activities and processes to acquire goods and services in support of the delivery of high-quality programming to the poor and vulnerable. You will coordinate the implementation of all day-to-day logistics activities to ensure all programs and operations have the goods and services needed when they need them in support of high-quality programs serving the poor and vulnerable.  Your knowledge and experience will allow you to successfully coordinate the quality and efficiency of procurement and purchasing activities and ensure stewardship, integrity, transparency, and accountability

Roles and Key Responsibilities

• Coordinate with the supply chain team and relevant programming staff on logistics services that meet the pipeline requirements. Help identify challenges in supply chain management and provide recommendations to address those;
• Support the implementation of delivery operations from arrival of goods in-country (or local purchase point) to the warehouses and on to the final distribution centers in accordance with CRS and donor regulations and international and local supply chain standards and requirements;
• Provide regular coaching and support to CRS and partner staff and laborers to ensure they have the capacity to implement accurately, consistently, and transparently commodity logistics processes and to abide by security, safety, and health requirements;
• Help coordinate and supervise activities related to commodity receipt, transportation, distribution, and disposal. Liaise with surveyors, C&F agents, the Transport Officer, partners, and other parties to ensure the timely receipts and distribution of goods;
• Maintain updated files with all required logistics documents and ensure all supply chain management activities and movements are fully and accurately documented. Prepare and/or review all reports prior to submission per distribution requirements;
• Coordinate fully compliant procurement systems and operating procedures. Assess effectiveness and efficiency and recommend improvements. Contribute to ensuring compliance with CRS procurement principles, standards, and policies, donor regulations, and local statutory requirements;
• Coordinate with various departments to develop and maintain an up-to-date procurement plan with all quantities, quality and delivery requirements for goods, cash and voucher assistance (CVA) and services. Provide pricing information to assist budget holders with budget preparation;
• Coordinate sourcing process to ensure the best value for money. Key activities include: market assessments and price monitoring, defining supplier evaluation criteria, facilitating transparent and consistent bidding and vendor selection processes, quality and availability of goods assessment, negotiation, and contract/purchase order preparation;
• Maintain correspondence and constant contact with suppliers and voucher vendors to follow up on the execution of contractual terms and conditions, and handle issues if needed. Monitor and report on supplier performance, noting current and/or potential issues and/or inefficiencies and assist with contract/purchase order modifications;
• Accountable for transparency within the procurement department through ensuring a complete, accurate and up-to-date document trail of all procurement processes, vendor files, procurement and inventory database to assist with control and accountability. Prepare reports and facilitate document retrieval.

Basic Qualifications

• Bachelor’s Degree in Supply Chain and/or experience in procurement/purchasing management, logistics, administration, preferably with an international organization.  Oher relevant degree preferred. Professional certifications(s) in supply chain or equivalent field strongly preferred;
• Minimum of 3 years work experience in supply chain, logistics, procurement management, preferably with an international organization;
• Knowledge of political dynamics along the chain, infrastructure, market knowledge, as well as related laws and regulations;
• Good knowledge of various donor procurement regulations (e.g. USAID, EU, UN);
• Knowledge of international and national procurement regulations and local market conditions;
• Knowledge of contract terms, as well as a proven ability to successfully complete purchase orders against specifications.

Required Languages – English and Portuguese Required

Travel – Must be willing and able to travel up to 25%.

Preferred Qualifications

• Specific CVA programming experience preferred.
• Knowledge of market assessments. Professional certification a plus.
• Proficient in MS Office package (Excel, Word, PowerPoint). Experience with database management systems (e.g. MS Access) highly desirable.
