Process Manager Consultant Temporary

CARE Mozambique is hiring a Process Manager Consultant.

Skope of Work

CARE Mozambique is in the process of constructing several schools in Nampula province.  Successful completion of the activity by the deadline will involve coordinating with multiple internal and external stakeholders, including suppliers, building contractors and government representatives, as well as the CARE Mozambique and the CARE Southern Africa regional office.

While CARE has the internal capacity to manage the technical aspects of the project, we are recruiting a consultant for 90 days to serve as process manager to ensure that all administrative and contractual aspects of the activity are also moving forward, and to collaborate with the project team in trouble-shooting and problem solving. The consultant will be responsible for developing and monitoring a detailed implementation plan, keeping senior management updated on all developments related to the administrative and contractual aspects of the project, and working with contractors and the CARE technical team to ensure that challenges are addressed in a timely way.

The consultant may be asked to represent CARE Mozambique in meetings with government stakeholders, as well as to recommend course corrections to ensure the successful conclusion of the project.

The period of the consultancy is anticipated to be 60 days.

Expectations/Deliverables

• The consultant will review all background documents and design a detailed implementation plan ending in successful completion of the infrastructure works;
• The consultant will meet with all key stakeholders to identify any potential roadblocks and work with others to come up with solutions;
• The consultant will review the contract documents, ensure that both parties remain in compliance with all terms and conditions of the contract, and flag issues of concern for senior management;
• The consultant will produce weekly reports documenting progress against the detailed implementation plan;
• The consultant will assist in monitoring spending to ensure that the project stays within budget;
• The consultant will support in reviewing invoices and liaise with the finance team to help ensure timely payments.

Qualifications and Experience

• 5-7 years of experience in administration, procurement, logistics or project operations in Mozambique;
• At least five years of experience in contract management, preferably construction contracts;
• Experience managing and coordinating complex processes and managing multiple stakeholders and tight deadlines;
• Familiarity with laws and policies governing infrastructure and construction of public facilities (schools, health facilities) is an additional advantage;
• Familiarity and experience with the context and challenges of working in rural Mozambique. Experience in Nampula is an advantage;
• Strong relational skills, and ability to work as part of a team and to coordinate diverse team members to work toward a shared goal. Experience working with Mozambique government representatives is an advantage;
• Excellent monitoring skills and ability to design tracking tools to monitor progress on a weekly basis;
• Ability to produce weekly reports for senior management detailing progress, challenges and mitigation strategies;
• Fluency in Portuguese and proficiency in EnglishM
