The Africa Fragility Initiative aims at enabling and increasing IFC’s engagement (investment and advisory services) in and across all Fragile and Conflict Affected States (FCS) in Africa. AFI will pursue business development and deal origination, provide and supplement market intelligence, identify regional market champions, help IFC teams expand and implement their projects by providing that critical handholding support to local sponsors, and contribute to IFC’s thought leadership on private sector development in fragile countries.
AFI’s delivery will be structured through 5 sub-regional platforms which cover the 32 countries. IFC is seeking a highly motivated and experienced Associate Operations Officer, to be based in Maputo to support the FCS Manager and the AFI Project Manager in overseeing the delivery of the Southern Africa sub-regional platform and in supporting direct implementation of the program in Comoros, Madagascar and Mozambique.
Duties and Accountabilities
Oversee implementation and reporting on the Southern Africa initiative. This will include the following activities

Build strong relationships with the Upstream, Investment and Advisory teams to identify key priorities and implementation support in Comoros, Madagascar and Mozambique (in conjunction with the AFI coordinator for Malawi and Zimbabwe);

Contribute to developing the work plans for AFI program implementation in Southern Africa and lead on all reporting against the AFI program including monthly reporting, PSR contributions and donor reporting in conjunction with the AFI program manager;

Support the AFI KM led to design and implement a knowledge management plan for the region and ensure knowledge management is embedded across all AFI activities;

Identify and where appropriate, support on the development of child project implementation plans for the Southern Africa initiative, for example expansion of the local champions initiative;

In support of the AFI fragility advisor, promote the incorporation of fragility and gender lens in projects and programs implemented in Southern Africa;

Ensure AFI is delivering in line with the M and E plan of the AFI Initiative;

Operate with a significant degree of autonomy, under the overall guidance of the AFI project manager.
Scaling up of AFI activities in Mozambique, Madagascar, and Comoros
- Support early-stage business development for the CMU, industry and upstream by conducting targeted mapping, screening, IDD and concept note development where appropriate;
- Support the CMU in pipeline development, relationship management and client support;
- Promote IFC country strategies and objectives in Mozambique, Madagascar and Comoros as directed by the FCS Manager, Resident Representative/Country Manager/AFI project manager;
- Lead market and industry research, undertake data collection and information gathering as requested by AFI and industry teams in Mozambique, Madagascar and Comoros;
- Support AFI team, CMU and industry in sharing data and information on market trends, potentials, challenges and opportunities for doing business;
- Support industry teams and CMU to implement their activities and initiatives;
- Build strong relationships with the IFC Resident Representative based in Maputo and ensure AFI is delivering on key strategic regional priorities.
Selection Criteria

Master’s degree in a related field and at least 4–8 years of relevant experience. Related fields of education include business, finance, or economics or an area of expertise specific to a sector, subject matter, or industry specialty. Relevant experience could include a proven track record in business consulting or investment banking, or operational experience in the sector or technical or professional field;

Knowledge and experience of working in FCS countries and challenging business environments;

Understanding of the AFI program and experience working in/on one of the AFI Southern Africa countries of coverage (Mozambique, Madagascar, Comoros, Malawi, Zimbabwe);

Private sector development experience including designing and implementing development programs in Africa;

Proven knowledge of the investment process in IFC, through working with investment teams or completion of the credit course;

Self-starter, mature and flexible personality; able to work in a multicultural, fast-paced team environment;

A team player with outstanding people management skills, ability to work with colleagues from different teams who are not reporting to him/her and achieve outstanding results while meeting tight deadline and maintaining strong client service orientation;

Strong analytical and presentation skills working with data using standard office software Excel, Word, PowerPoint – Excellent written and oral communication skills in English and French/Portuguese.
