OFDA Project Manager Full-Time

The Office of U.S. Foreign Disaster Assistance (OFDA) project manager is responsible for the implementation of a multi-location, multi-sectorial program in Sofala, Manica and Cabo Delgado provinces (which include WASH, CP and FSL). The OFDA PM will also contribute towards programme design and external coordination with sectoral clusters/ working groups, government ministries and departments, communities, donors and any other relevant stakeholder.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

 Qualifications

• Post graduate degree or Bachelor degree in Business studies or relevant field
• Project management qualification will be an added advantage

 Experience and Skills

 Essential

• At least 5 years’ experience working in an emergency response contexts or fragile states;
• Recognised management role in relevant technical areas at both field and country level;
• Excellent planning, management and coordination skills, with the ability to organise a demanding workload comprised of diverse and challenging tasks and responsibilities
• Experienced in project cycle management and programme planning in a humanitarian context;
• Ability to write clear and well-argued project reports;
• Solid experience in grant and budget management, including budget holding and donor reporting;
• Good understanding of donor compliance and working with OFDA funded projects;
• Understanding of budgeting and financial planning processes and procurement planning
• Good analytical skills. Effective negotiator, with the ability to positively influence cross departmental and cross sector working;
• Strong influencing skills and experience in advocacy;
• Proven training, capacity building, coaching, and mentoring skills;
• Very strong attention to detail, problem solving skills, and ability to analyse trends;
• Ability to analyse information, evaluate options and to think and plan strategically;
• Patient, adaptable, able to improvise, and communicate clearly and effectively under pressure;
• Flexible and able to travel at short notice as needed; the capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances;
• Strong communication (written and spoken) in English, and strong interpersonal and presentation skills, Cultural awareness and ability to build relationships quickly with a wide variety of people;
• Computer literate (i.e. Word, Excel, Outlook, Internet Explorer, financial systems);
• Ability to work within a team and in a matrix management structure;
• Commitment to and understanding of SCI’s aims, values and principles. In particular, a good understanding of the SCI mandate and child focus and an ability to ensure this continues to underpin our support.

 Desirable

• Solid experience in more than one of the Save the Children priority sectors: education, protection, food security and livelihoods, health, nutrition, WASH;
• Portuguese, Spanish or local language skills;
• Multi-site project management experience;
• Commitment to and understanding of SCI vision, mission and values;
• Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of any emergencies;
• Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
