Position Title: National Project Officer (Migration Health)

Type of Appointment: Special Short-Term Graded Contract, 6 (six) months with the possibility of extension.

Context

IOM’s Migration Health (MH) programmes address the health needs of individual migrants as well as the public health needs of transit and host communities by assisting governmental and non-governmental partners in the development and implementation of relevant policies and programmes.

IOM’s MH programme to date covers health assessments for migrants and migrant workers, sexual and reproductive health programming, strengthening public health emergencies preparedness and response capacity, including to COVID-19 pandemic, support to TB and HIV control in border spaces and along mobility corridors, as well as emergency health programming across communities affected by displacement and/or resettlement.

Under the overall supervision of the Chief of Mission, and direct supervision by the Migration Health Programme Manager, the successful candidate will support and coordinate project design, planning, implementation, reporting of assigned projects within the MH portfolio.

Responsibilities and Accountabilities

• Support the design, implementation, monitoring, and reporting of one or more Project(s) within the Migration department portfolio;
• Coordinate implementation of projects’ activities planning with field teams and sub offices;
• Guide and supervise field staff, including nurses, paramedics, health technicians, and community health workers;
• Liaise/coordinate with local Government and health authorities, national and international partner agencies to ensure IOM’s plans of action respond to the needs and priorities, complement the actions of others, and are aligned with the provincial and district level plans and priorities;
• Attend sectoral coordination and inter-agency meetings and relevant technical working groups and participate in joint assessments and site visits;
• Coordinate regular reporting (i.e., consolidated Weekly and Monthly Field Reports) on IOM activities including key performance indicators and share important developments in relation to field operations;
• Support and facilitate integration of IOM’s health programme into the larger IOM programme and country strategy;
• Participate in the evaluation of health projects, their achievement of outputs and outcomes, recommend specific actions for improvement, and participate in the development and implementation of monitoring and evaluation protocols;
• Contribute to IOM resource mobilization by providing inputs on needs, opportunities, implementing partners, operational strategies, and financial requirements;
• Prepare project reports for donors and contribute to external publications;
• Prepare project budgets and execute spending in line with IOM Financial and Procurement Guidelines;
• Perform other duties assigned.

Required Qualifications and Experience

Education

• Master’s degree in public health, Health Administration, Medicine, or related field, and has experience in managing health projects or operations;
• University degree in Public Health, Health Administration, Medicine, or related field, with at least two years of professional experience in managing health projects or operations.

Experience

• Experience in programme management, including implementation and monitoring and evaluation of health programmes at district, provincial and national levels;
• Previous experience in migration health programming including public health emergency and/or health assessment programmes.

Skills

• Strong coordination skills and experience engaging with local authorities and partners, including working with decentralized health care system at the community, district, and provincial levels;
• Sound technical knowledge of emergency health, and/or primary health care;
• Good team management skills, such as supervision capacity, field teams’ coordination, mentoring;
• Excellent communication and negotiation skills, personal commitment, efficiency, and flexibility;
• Good report writing skills;
• Ability to work effectively and harmoniously in a team with colleagues from various cultures and professional backgrounds.

Languages

• Fluency in English and Portuguese both written and spoken is required. Local languages of southern Mozambique province are desirable.
