DevTech is seeking a full-time Local Governance Specialist for USAID’s Local Governance Strengthening (LOGOS) program in Mozambique. The Local Governance Specialist, in coordination with the Chief of Party and USAID Provincial Advisors, will lead efforts to improve public financial management, public service delivery, policy at the local level, encourage targeted subnational government entities to promote community participation in local governance decision-making, increase access to reliable and affordable public services, and support participatory and accountable local governance. The work will include providing technical assistance to local governments, including through participatory approaches, to improve their public financial management, mobilize own-source revenues; improve service delivery specially in health, education and WASH and local business environment. In addition to this, the Local Governance Specialist is expected to provide technical advice and guidance in the area of local governance, including revision of relevant regulatory framework, contribute to the design, implementation, and quality assurance of the project engagement with devolved municipal governments, provincial governments, and deconcentrated district governments.
The Local Governance Specialist will be reporting to the COP while supervising the LTTA and the STTA as assigned to specific tasks.
