EP Management is hiring a Humanitarian Access/ Liaison Officer based in Pemba.
Duration and type of contract: 6 months
Generic professional competencies for this position
- At least 1-year experience in humanitarian operations, especially regarding any of/ several of the following fields: outreach, security, civ-mil coordination, administration, negotiation and mediation;
- Strong interpersonal skills, including capacities to negotiate with non-governmental actors and various stakeholders;
- Report-writing ability.
Context related skills, knowledge and Experience
- Understanding and respect for humanitarian work, particularly relating to refugee and displacement issues;
- Fluency in English and Portuguese, and in particular strong English writing ability;
- Knowledge of Swahili a plus;
- Ability to work under stress and in high-risk contexts;
- The ability to travel regularly to the field independently is essential;
- Flexibility to work outside standard working hours.

Humanitarian Access Management and Strategy Implementation
- Design, in a participatory manner with field offices and programme unit, the company humanitarian access strategy for THE COMPANY at a country and area level;
- Develop, in a participatory manner, access engagement plans with different programme stakeholders;
- Support monitoring and evaluation of access-related initiatives, and other reporting and information/communication flows;
- Support access initiatives in coordination with Senior Management;
- Provide area-based access analyses supporting operational implementation or programme development.
Access Coordination Support
- Support the facilitation of access coordination groups which the company participates in and leads;
- Provide briefings, following special research or assessments, to access groups and the company managers;
- Facilitate field-level coordination meetings with all relevant actors of the areas in which the company intervenes.
Humanitarian Negotiations and Community Outreach
- Represent the company as a humanitarian organization in community outreach meetings and in access negotiation meetings with government and non-government stakeholders;
- Strategically network with interlocutors, in a fully principled and transparent manner;
- Coordinate humanitarian negotiations and community outreach plans with all the company field offices.
