DAI is hiring a Grants and Subcontracts Manager.
The USAID Supporting the Enabling Environment for Development (SPEED) program supports the Government of Mozambique (GRM) to develop and implement policies that improve the country’s business enabling environment, thereby enhancing the role of the private sector in agriculture, trade facilitation, health, energy, and biodiversity conservation. The program also strengthens economic governance and public financial management and enhances the role of civil society in supporting Mozambique’s ability to plan, manage, and finance its own development.
The Grants and Subcontracts Manager is responsible for the compliant procurement, awarding, management and implementation of USAID SPEED grants and technical activity subcontracts with Mozambican firms, organizations, associations and companies. The Grants and Subcontracts Manager will ensure that all awards comply with USAID procurement and grants-under-contract regulations, as well as DAI policies and procedures, the approved project Grants Manual and any other relevant policies and procedures.
The Grants and Subcontracts Manager will work closely with project senior management to design, establish, and oversee policies and procedures that allow USAID SPEED to flexibly and collaboratively engage a strategic range of local partners through mechanisms (e.g. contracts, grants, internship agreements, memoranda of understanding, etc.) appropriate to the partner and the activity or programmatic objective. S/he will also assist the USAID SPEED technical team to identify and vet potential partners and, as appropriate, assist partners to comply with applicable USAID and USAID SPEED requirements to participate in grant or subcontract activities. Responsibilities also include managing implementation trackers, working with technical colleagues to track procurement needs under different activities; and support to Monitoring Evaluation and Learning (MEL) colleagues with documentation and reporting.
