Field Security Officer Full-Time

Core Functions / Responsibilities:

1. Review and make recommendations regarding safety/security requirements of IOM offices throughout the country and liaise regularly with the RFSO and the Regional Security Analyst on emerging threats and specific security conditions, among others;
2. Maintain open lines of communication concerning all aspects of general mission safety/security with relevant partners, UNDSS, and as required, the host government’s various security services;
3. Develop and maintain a close working relationship with the UNDSS and appropriate IOM security focal points regarding mission/programme safety and security. Attend Security Management Team (SMT) meetings. Ensure that there is an IOM security representative at all security cell meetings;
4. Develop a solid understanding of the UNDSS security management system in Mozambique and keep abreast of all changes and developments as they occur;
5. Conduct as required security assessments/evaluations/threat – risk analysis (both tactical and strategic) for IOM offices and offer appropriate mitigation recommendations;
6. Assist in the design and implementation of security-related strategies and programme specific security Standard Operation Procedures (SOPs) and establish a concrete course of action for their implementation;
7. Develop and introduce staff training on relevant safety and security management procedures related to the safety and security of IOM staff and the protection of IOM assets, partners and beneficiaries including development and maintenance of a functioning warden system;
8. Conduct regular safety/security briefings for IOM staff deployed to and travelling within Mozambique and coordinate all travel security for the CO relating to all IOM operations, including assessment of rad, air and other transport networks, medical evacuations and international staff travel within and from/to Mozambique regions, as well as targeted training for identified programme staff in relevant areas (counter-surveillance, defensive driving techniques, evacuation drills, mass casualty response, hostage survival, operational and personal security measures);
9. Ensure all relevant safety/security information is disseminated in a timely manner to all IOM staff and to the extent possible the programmes service providers;
10. Prepare periodic informative, assessment related and statistical reports, briefings, background summaries and statistical analysis as directed by the CoM and RFSO including the development, implementation and maintenance of the CO’s Business Continuity Plan (BCP), the security emergency plan (including fire security plan) and assist in the annual ‘BCP & Security Emergency table top’ exercises;
11. Under the guidance of the RFSO, periodically review and monitor Minimum Operational Security Standards (MOSS) and Residential Security Measures (RSM) and compliance therewith at all IOM offices and staff residence in Mozambique, respectively, and assist in conducting security assessments at IOM sub office (SO);
12. Conduct regular physical security surveys of facilities and staff housing within the mission area. Identify various levels of risk (risk matrix) and potential mitigation measures within the concept of IOM’s CO risk management strategies. In coordination with the RFSO, produce a consolidated Security Risk Assessment document for the CO area;
13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Security Management, Social Sciences, Law, Disaster Management, International Studies, Communications or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience working in security management, military experience, law enforcement, Disaster Risk Management preferably at an international level;
• Previous experience in UN/IOM Missions, International Peacekeeping or Emergency Missions;
• Experience in planning and execution of security agencies or organizations highly desirable;
• Knowledge of the region is an advantage;
• Previous experience in dealing with law enforcement agencies is an advantage.

Skills

• Proven ability to collaborate with senior military and government counterparts.

Languages

• IOM’s official languages are English, French and Spanish.
• For this position, fluency in English is required (oral and written). Fluency in Portuguese, French and/or Spanish is an advantage.
