Emergency Team Leader Kenneth Response Full-Time

CARE International, a development and humanitarian organization in Mozambique since 1986 with offices in more than 70 countries and part of a large international federation, seeks to hire a dynamic and experienced Emergency Team Leader Response in Beira and Pemba.

Job Summary

CARE is seeking a dynamic and passionate Team Leader (TL) to oversee its Cyclone IKenneth humanitarian response program in Mozambique. The TL will be responsible for the quality and effectiveness of CARE’s humanitarian response programming and overall operations. The Team Leader will play a key role in ensuring a successful scale up of operations; develop Standard Operating Procedures (SOPs) for CARE Mozambique’s humanitarian response activities.; ensure representation role with all relevant stakeholders. The Team Leader has overall responsibility for the security and well-being of all staff.

Job responsibility 1: Program Strategy and Management;

• Review and update the Emergency and Early Recovery Response Strategy for CARE Mozambique;
• Review, update and capacity build (where necessary) within the Response Team;
• In association with the Humanitarian Program Director, ensures required humanitarian sector/multi-sector assessments are executed and from them appropriate implementation and exit strategies are developed;
• Identify, engage and capacity build local partners for emergency response in key strategic locations;
• Ensure that different sectoral activities are implemented in a coordinated and integrated manner;
• The TL will ensure adequate monitoring, reporting and acquittal of response activities in accordance with CARE International’s humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures recommend changes to the response team composition and functioning with Country Office and partners to maximize humanitarian program quality and effectiveness;
• Ensure that CARE International Members are provided with regular sitreps and are aware of humanitarian developments and CARE’s response to them;
• Ensure all information, publicity and fundraising material recognizes and respects the dignity of disaster victims.

Job responsibility  2: Financial Management

• Coordinate the development of all project implementation budgets within the framework of the agreed response programme and strategy;
• Ensure with the Finance Manager the establishment and maintenance of CARE International financial management and accounting systems for all response activities and assets.

Job responsibility 3: Program Support Management

• Ensure that Program Support functions are established and maintained in accordance with CARE International policies and procedures;
• Ensure with the Logistics team the establishment and maintenance a functional procurement and supply chain management system;
• Ensure the appropriate functioning, equipment and management of the fleet, warehouse(s), field office(s) and guest houses with the Logistics team
• Ensure administrative support is proportionate to the need of the operation

Job responsibility 4: HR Management

• Reporting to the Humanitarian Program Director, the TL will ensure that human resources are fully assessed, identified, described and communicated; in liaison with the HR staff make sure staff have suitable rest, relaxation and that well being is addressed;
• Ensure all emergency staff are fully briefed on all aspects of security, social and cultural norms and local conditions and behaviour;
• Review HR policies (R&R, CTO) to ensure that they remain appropriate to the evolving context.

Job responsibility 5: Representation and Communication

• Establish and maintain constructive working relationships with other NGO’s, UN agencies, host government, bilateral and multilateral donors, and other principle stakeholders;
• Establish and maintain close coordination with the other members of the consortium, CARE is operating under;
• Support the Country Offices to ensure positive media coverage and the timely provision of situation reports and fundraising material to Country Office.

Experience/ Technical Skills

• Masters in Social Sciences, International Development or equivalent or Relevant bachelor’s degree in Social Sciences, International Development or equivalent;
• At least five (5) years of practical humanitarian aid experience in complex and natural disasters;
• High level of all aspects of managerial experience – specifically cash transfer programming, including managing multi-million-dollar budgets;
• Experience in complex decision making and leading a multi-disciplinary, multi national team under difficult circumstances;
• Demonstrated high level of expertise in representation and negotiation with governments and donors;
• Ability to work independently and provide leadership to the team;
• Ability to support and train local and international staff and also able to work with disaster affected communities in a sensitive and participatory manner;
• Excellent interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders;
• Demonstrate highest level of integrity and commitment to CARE’s core values and humanitarian principles;
• Ability to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions;
• Demonstrate awareness and sensitivity to gender and diversity;
• Experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner;
• Ability to make accurate self-assessment particularly in high stress and high security contexts;
• Excellent English communication skills and knowledge of Portuguese (both oral and written)
