Emergency Programme Officer Full-Time

HelpCode Italia Onlus is looking for a highly motivated, experienced professional eager to contribute to the strengthening of the organization as an emergency actor in Cabo Delgado, Mozambique. The ideal candidate has a strong motivation for the establishment and management of institutional relations and is characterized by a dynamism that allows her/him to carry on several tasks simultaneously.

• Organization and coordination: The emergency programme officer will be based in Pemba, Cabo Delgado, working under the overall guidance of Helpcode Programmes Director and direct supervision of the Country Programme Manager and Country Representative.
• Location: Pemba, Cabo Delgado
• Type and duration of contract: Fixed- term contract, 6 months. Renewable based on funds availability.
• Salary: Remuneration will be defined coherently with the candidate’s past experience and in line with the parameters of international donors.
• Starting date: October 2020

Job description:

The main duty of the selected officer is to establish Helpcode presence as an emergency actor in Cabo Delgado with a focus on protection, WASH, disasters prevention and response, through developing contacts with key donors in the area, participation in the relevant emergency clusters, identification of priority intervention areas and funding opportunities, project planning and design according to the organization strategy, and support to projects implementation.

Activities

• Collect quanti-qualitative data and information to support the formulation of Helpcode emergency strategy for Cabo Delgado and the design of humanitarian project proposals, in collaboration with Helpcode management and technical staff;
• Represent Helpcode in relevant clusters meetings and develop meaningful contacts at local and national level, in coordination with Helpcode management staff, with the key international humanitarian donors and with potential partners;
• Coordinate the implementation of emergency activities addressing women’s and girls’ reproductive rights through delivery of vouchers.

Requirements:

• Mozambican national, and currently living in the country;
• At least 4 years of experience in similar roles;
• Demonstrated ability in drafting project proposals for international donors;
• Good level of organisational and operational autonomy as well as ability to manage economic and human resources;
• Proficiency in English language;
• Previous experience in protection and / or disaster management will be preferred;
• Previous experience in cash and vouchers initiatives will be preferred.
