Job organizational context: UNICEF-Mozambique assists the Government of Mozambique through six major programs components including Education, Health/Nutrition, Water/Environment Sanitation, Child Protection, Information and Communication and Social Policy. Within the current Country Programme of Cooperation between the Government of Mozambique and UNICEF that covers the period 2022-2026, UNICEF’s Education programme is an integral part, with an annual budget of about USD 20 million. The programme consists of four main components, namely Access/Equity, Quality and Equitable Education Services, Education in Emergencies and Education System Capacity Development.
Purpose for the job: Under the supervision of the P3 Education Specialist in Pemba Field Office, the Officer provides professional technical, operational and administrative assistance throughout the programming process for education programs/projects within the Country Program, especially for Cabo Delgado, and potentially Niassa , from development planning to delivery of results, preparing, executing, managing and implementing a variety of technical and administrative program tasks to facilitate program development, implementation, program progress monitoring, evaluating and reporting.
The Education Specialist, under the direct supervision of the P3 Education Specialist in the Pemba Field Office, and the technical support of the P4 EiE Manager and P3 Education Specialist in Maputo, will work closely with UNICEF education colleagues, the provincial and district education authorities (DPE and SDEJT), the Education Cluster and Education Cluster partners to ensure overall efficiency and effectiveness of the Education response strategy and accomplishment of its goals and objectives. Further, the EiE Officer will be responsible to represent UNICEF at the Education Cluster and work with DPE, SDEJT and education partners to strengthen coordination in assessments, planning, implementation, and monitoring and evaluation of the emergency education responses in the affected areas.
Support the UNICEF education programme implementation in the field, especially education in emergency response to restore education service provision especially in cyclone and flood affected regions of Mozambique:

Support actions towards transition to recovery and reconstruction of education in the short and medium in coordination and collaboration with the relevant education authority (e.g. MINEDH, DPE, SDEJT, etc.):
Support cross-cutting issues for the emergency education response and transition into recovery:
Provide support to knowledge management and monitoring evaluation and reporting:
The efficiency and efficacy of support provided by the Officer to program preparation, planning and implementation of education programs/projects, contribute to achievement of goals and objectives to improve learning outcomes and equitable, inclusive and universal access to education. Success in education programs and projects in turn contribute to maintaining/enhancing the credibility and ability of UNICEF to provide program services for mothers and children that promotes greater social equality in the country.
