About the role

Viamo is seeking a passionate individual for a Digital Health Specialist position in Mozambique

This is a seconded position to the five-year, USAID-funded Efficiencies for Clinical HIV Outcomes (ECHO), implemented by a consortium led by Abt Associates. The Specialist will work under the day-to-day direction of ECHO Project Senior Evidence & Strategic Information Generation Manager, while reporting directly to the Viamo, Country Manager in Mozambique for all operational and technical issues and consult with the Technical Team Lead for technical issues, as appropriate.

Project Description

The goal of the ECHO activity is to support the Government of Mozambique’s (GRM) achievement of HIV/AIDS epidemic control and establishing a sustainable, government-led HIV response by 2023 in provinces where USAID is the primary clinical support partner. Viamo will provide both technical expertise as well as digital solutions for the project to enhance the effectiveness of the activities. Specifically, Viamo will leverage mobile technology to generate demand and increase outreach from facilities to communities to establish accountability mechanisms, and support improved data for decision-making.

Key Responsibilities

Technical support and project management

• Be a full and contributing member of the ECHO project team;
• Be Viamo’s primary point of contact within the ECHO project;
• Provide close assistance to ECHO project for the effective use of Viamo’s services under the project;
• Coordinate ongoing planning meetings and progress updates between the Viamo team and ECHO;
• Support the development of Viamo’s work plans and deliverables for the project;
• Lead the operationalization of these work plans according to the established timelines;
• Manage the human centered design and research process with Viamo’s Design team;
• Prepare all reports and documentation as required by the project;
• Monitor the implementation of the needs of ECHO according to the project objectives;
• Inform ECHO project team of new services and product improvements;
• Solicit and document feedback, including needs and expectations to inform the ongoing development of Viamo’s offerings.

Data Collection & Knowledge Management

• Support the development and management of an internal knowledge management platform to share ECHO updates, best practices, and results;
• Support the design and development of SMART tools for ECHO from Excel to a more efficient cloud-based digital health platform;

Social behavior change communication

• Provide strategic advice on SBCC via mobile to complement traditional face-to-face methods for ECHO project partners;
• Work with key stakeholders and Viamo team to design, test, and produce high quality mobile content for targeted messaging campaigns;
• Conduct content development workshop with project stakeholders;
• Implement field testing of developed content with target audiences;
• Facilitate the training of project stakeholders on developing content for mobile technology.

Innovation and mobile outreach development

• Provide input for the continued success of the mobile services being implemented;
• Document and share lessons learned and best practices from Mozambique with Viamo’s international team of program staff;
• Propose and pilot new service offerings to include in Viamo’s suite of ICT products.

Key Performance Indicators

• Leadership on project discussions and ensuring project communication with stakeholders;
• Coordination and facilitation of ECHO-Viamo meetings;
• Implementation of approved work plan with ECHO.

Team and Reporting Structure

• Reports to Viamo Country Manager, Mozambique;
• Works day-to-day with ECHO Project Senior Evidence & Strategic Information Generation Manager.

Requirements:

• Minimum of a Bachelor’s degree;
• Upper level project specialist 4-6 years’ experience leading similar projects;
• Knowledge and experience with the use and application of mobile media, social media and electronic media as it applies to Mozambique or similar countries;
• Experience developing creative and effective communications and knowledge management tools and strategies for collection, cataloguing and sharing of data, information, best practices, tools and lessons learnt;
• Strong experience with behavior change communication through new technologies like mobile phones;
• Facilitation skills for planning and running workshops for stakeholders;
• Familiarity with generally accepted monitoring and evaluation methods;
• Mastery of computers and mobile technology, including common software packages such as MS Office;
• Ability to quickly learn and master new software;
• Excellent oral and written communication skills in English.
