Project Description

Efficiencies for Clinical HIV Outcomes (ECHO) is a $209 million project to support the Government of Mozambique’s achievement of HIV/AIDS epidemic control and establishing a sustainable, government-led HIV response by 2023 in provinces where USAID is the primary clinical support partner. The objectives of the project include strengthening the essential public health services for HIV epidemic control at national, provincial, and district level to ensure long-term sustainability of the HIV response, reaching and maintaining 95% HIV treatment coverage and viral suppression in designated geographic regions, ensuring that Mozambique is utilizing the latest evidence for rapid scale up and maintenance of effective HIV interventions, and providing the Government of Mozambique with data, measured findings and recommendations necessary to make key service delivery decisions.

Job Summary

The Deputy F&A Manager, under the supervision of the provincial Medical Director, will have primary responsibility at the provincial level for financial, contractual and administrative management for the project, and supervision and oversight of all financial and administrative support staff.  S/he will provide management support and oversight in the implementation of program activities in the areas of finance, human resources, administration, grants, security, information technology and procurement on the provincial level.

Key Roles and Responsibilities

• Implements financial and administrative policies and procedures that meet project needs and corporate and client requirements, with overall responsibility, along with the Provincial Medical Director, for financial and administrative compliance at the provincial level;
• Analyzes existing financial procedures to enhance and continuously improve processes and framework;
• Provides training and orientation to field staff on project policies and procedures as well as building skill-levels of project staff in the area of finance, administration, procurement and project management;
• Maintains financial reporting and tracking systems at the provincial level to provide data measurements on financial performance of the project and project activities;
• Prepares provincial budgets and revenue plans for project programming and corporate reporting;
• Oversees provincial procurement efforts, including the selection and negotiation with vendors, and the management of subcontractors on the project;
• Provides on-going financial administration to the project at the provincial level including approval of financial transactions (including payroll, vendor invoices, and vouchers), approvals of purchase requisitions, purchase orders, consultant agreements and client invoices. Monitors financial transactions, ensures accountability and transparency and assesses unusual transactions that may lead to fraud at the provincial level;
• Works closely with the provincial Finance Manager to ensure a timely submission of the monthly field expenses (ROV) to the headquarters office;
• Oversee the management of project’s assets at the provincial level, safeguarding of inventory and ICT equipment, transport and vehicle management and maintenance of office premises;
• Supervises provincial finance, procurement, grant, IT and administrative staff.

Preferred Qualifications

• Bachelor’s Degree in Business, Finance, Accounting, or other relevant field;
• At least 10 years of experience in a management position in the public or private sector;
• Demonstrated knowledge, skills and/or experience in accounting, financial planning and management, and procurement, and other management support areas, as required;
• Demonstrated skills, abilities, and experience to manage activities of similar magnitude and complexity;
• Effective oral and written communication skills;
• Experience managing grants under a contract;
• Experience with United States Government procedures and regulations, experience with USAID, PEPFAR and/or Federal Acquisition Regulation (FAR) greatly desired;
• Fluent Portuguese; strong English skills desirable.

Minimum Qualifications

• Master’s degree and 6-8 years of experience OR the equivalent combination of education and experience.
