Deputy Chief of Party Full-Time

DevTech is seeking a full-time Deputy Chief of Party (DCOP) for USAID’s Local Governance Strengthening (LOGOS) program in Mozambique. The DCOP will be representing the COP in Maputo and will provide daily, routine supervision of Maputo-based staff, attend routine, ad hoc, and high-level meetings, and may be called on when it is impractical for the Chief of Party to respond to urgent matters stemming from Maputo. They will extensively work in collaboration with government ministries, subnational government entities, parliament, international donors in Mozambique. The successful candidate will function as the regular point of contact with USAID. In addition to this, the DCOP will be expected to build and motivated the team in Maputo, ensure teamwork, and serve as quality control for activities in Maputo.

The DCOP will provide leadership or co-leadership role for activities in his/her own technical area. The DCOP will be the outward face of LOGOS, linking Government of Mozambique with USAID, and serve as the regular point of contact with USAID. The DCOP will be reporting to the COP while supervising the Maputo Office Staff and the STTA as assigned to specific tasks

• Must have experience with international development programs in Mozambique, government institutions, and the parliament;
• Must have a minimum of a bachelor’s degree (master’s degree is preferred) in economics, business, public administration, economic development, or related field;
• At least 10 years of professional experience involving at least one of the following areas: public administration, decentralization and local governance, policy development, municipal service delivery, local economic development and private sector engagement, and capacity building for service delivery for health, education, and/or agricultural extension;
• At least 5 years as a manager with a contractor or awardee on either a USAID or other donor project supervising other professionals;
• Must have experience collaborating with government officials, international donors, and the public sector in Mozambique.

Additional Requirements:

• Must be a Mozambican or a holder of Mozambique Permanent Residency;
• Proficient in English and Portuguese.;
• Must have experience managing staff;
• Must be a team player.
