Duration and type of contract: 6 months
Generic professional competencies
Minimum 3-5 years experience from working as a Logistics Coordinator / Senior Logistics Officer preferably from within a humanitarian context;
Previous experience from working in complex and volatile contexts;
Documented results related to the position’s responsibilities;
Proven people management experience.
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal;
Context/ Specific skills, knowledge and experience;
Qualification requirement: degree or equivalent;
Knowledge of the context in Cabo Delgado and Nampula Provinces;
Experience and ability to train others, facilitate workshops and transfer knowledge;
Ability and readiness to spend significant periods of time working out of the company field offices.
Duties
Implement (and establish where needed) standard for Company Logistics procedures and systems, ensuring the company policies and procedures are correctly followed with an anti-corruption, transparency and value for money focus;
Manage the supply chain and field logistics team to facilitate accountable and efficient procurement, receipt, storage and movement of relief items and programme resources, from receipt to delivery at distribution point or end user;
Liaise closely with programme and project implementation staff to coordinate, plan and continuously update logistics operations plans as per programme needs;
Line management responsibility for the Logistics Officers / Assistant as well as of an ICT Officer/Asset Focal point and provide oversight and training to all field logistics staff in the area of responsibility.
Identify resourcing needs and assist in the recruitment of field logistics personnel.
Prepare and implement, in coordination with the support of the Logistics Manager, a logistics capacity building plan for training and development of the logistics teams at field level.
Coordinate and facilitate timely reporting of logistics activities.
Overall responsibility for optimized fleet planning, implement ways to better plan, schedule and monitor transport of staff and material/equipment according to demands and procedures.
Overall responsibility to ensure all vehicles are well maintained (i.e. standard maintenance protocols for rentals) as per the company procedures.
Coordinate and facilitate timely reporting of fleet activities (fuel usage, mileage and maintenance) and incidents / eventualities like accidents and breakdowns, includes management responsibility for the electronic tracking system at Irbid Office level. Specific responsibilities 1. Co-ordinate and manage the supply and logistics support for operations within the Pemba Office including requisitioning, receiving, storing, issuing and delivering goods.
Conduct regular market surveys and support with supplier pre-qualification for commonly
Purchased goods and services at the field level, ensuring an up to date supplier database with key supplier information is maintained at each location
Ensure competitive and transparent procurement processes are followed to ensure best value for money is achieved;
Identify and support in the development of local Framework Agreements for commonly purchased goods and services
Supervise management of ongoing contracts and FWA
Together with the Logistics Manager support the development of a comprehensive set of local procurement tools, systems and procedures for the Company in Pemba programme
Plan, co-ordinate and manage transportation of materials in support of the operation
Manage, implement/maintain, and follow the Company standard warehousing practices and supervise Warehouse staff in record keeping to full audit standard.
Manage, implement/maintain, and following the company standard assets management practices.
Provide training for line managers with logistics responsibilities, particularly in procurement procedures, fleet and stock management requirements.
Work with the company security department to explore and implement routines to better track the whereabouts at any one time of the company vehicles.
Disseminate at local level SoPs and policies specific to fleet activities.
