The International Organization for Migration office in Mozambique, supports the Government of Mozambique (GoM), partners and national and international organizations to effectively manage migration and to assist vulnerable migrants, displaced persons and affected communities in Mozambique. IOM Mozambique works in the areas of Migration Health, Immigration and Border Management, Migrant Protection and Assistance, Labour Migration and Migration, Environment and Climate Change, as well as other areas. One of the thematic areas of focus is the preparation for and response to disasters through the emergency and post-crisis spectrum as well as shelter recovery and durable solutions in the context of the longer-term response to the passage of the cyclones Idai and Kenneth in March and April 2019.
Under the direct supervision of the Programme Manager (Migration Protection and Assistance / MPA) and under overall supervision of Head of Programme and Operations, in close coordination with Programme Managers and Key Leads at IOM Mozambique, the successful candidate will support the development of a Migration Profile for Mozambique which will serve the government and its partners as a tool for evidence-based policy-making and programming.
Migration Profiles are reports based on a standardized methodology. They bring together a range of existing migration-related indicators and policy-relevant information from different sources in a structured manner. They are intended to be tools to facilitate national policy development. The development of a Migration Profile should be participatory, involving a range of relevant stakeholders, and owned by the Government. This process should provide an opportunity to improve data collection and analysis and build the capacity of the country to update the profile regularly and use it as a national policy tool.
The development of the migration profile in Mozambique will be guided by a multi- stakeholder Technical Working Group (TWG), chaired by a relevant institution of the Government.
The Migration Profile will include information on the patterns, trends and characteristics of migration in Mozambique, the impact of migration, and existing governance frameworks. The migration profile will cover various topics related to migration such as immigration and border management, human rights of migrants, migration and health, labour migration, migrant protection, forced displacement, displacement as a consequence of environmental factors as well as labour migration amongst others. A comprehensive chapter on diaspora, including a diaspora mapping, will be included. The migration profile will further provide a comprehensive set of recommendations towards strengthening migration management.

The Consultant will receive an all-inclusive which shall be paid to the bank account indicated by the Consultant upon supervisor’s approval of the output as specified above and upon submission of the final report.
The all-inclusive consultancy fee covers consultation fee, communication cost and accommodation cost. IOM will provide economy airfare ticket upon appointment and upon end of consultancy.
