Compliance Officer Full-Time

World Vision is hiring a Compliance Officer.

Purpose of the position

Ensure effective Budget management, accurate and timely financial reports for the sub recipients of the World Vision Global Fund Program, and support for the external and internal audits of the grant.

As Principal Recipient for Global Fund TB activities in Somalia; this position ensures that the partners have their capacity assessed before we engage them, continuous identification of capacity building needs and planning capacity building sessions. Ensure, close monitoring of Sub-recipients to ensure continuation of TB activities in Mozambique

Key Outputs/ Responsibilities

1. Budget Management

• Analyse Sub-Recipient spending trends and provide feedback and analysis to GF Grant Finance Manager on areas with significant over- or under spending;
• Coordinate and support reviews of expenditure vs budget for all implementing partners;
• Ensure that all project expenditures are in compliance with the approved budget;
• Ensures that SRs are using the approved budget and that all budget changes follow required protocols and reports any deviations to the GF Finance Manager.

2. Reporting

• Verify project expenditures of the Sub Recipients to ensure accurate financial reporting and compliance with Global Fund and WV requirements;
• Review and upload the SRs expenditure in Sun System on a quarterly basis to ensure compliance with grant and donor requirements and analyse spending trends and provide feedback and analysis to Finance Manager on areas with significant over- or under spending;
• Monitor and ensure timely reporting by sub-recipients and improved quality of financial reports submissions;
• Reconcile Sub Recipient reports to Sun-System and ensures that signed copies of SR Financial Reports are safely stored as per retention period;
• Perform financial analysis on the ledger to ensure that account codes are consistently and accurately used.

3. Audit and Compliance

• Support Sub Recipients during preparation for external audits by ensuring document adequacy and their readiness;
• Coordinate the tasks for project audits and respond to the external auditors regarding transaction details. Ensuring that management or policy issues are referred and escalated to the GF Grant Finance Manager;
• Support Sub Recipients in implementing audit recommendations and other recommendations from regular review of reports within the agreed timeframes;
• Ensure that Sub Recipients have adequate financial systems in place and accounting practices and standards are adhered to, and are in accordance with their own policies, procedures, and Global Fund requirements;
• Assist in developing closeout documentation at the end of funding cycles in compliance WV policies and procedures and Global Fund requirements;
• Ensure procurement procedures are in alignment with the sub recipient policies, Sub Agreement and Global Fund requirements.

4. Capacity Building and Supervision

• Assess capacity of Sub Recipients on their financial policies, procedures, and processes;
• Identify capacity-building needs of finance staff in the field and ensure relevant trainings are recommended and conducted;
• Build capacity of Sub recipients on understanding the project procedures and donor policies and procedures;
• Regularly visit the field location to perform monitoring supervision on quarterly and semi-annual basis;
• Build strong relationship with Sub recipients through effective communication and lessons-learned based supervision;
• Reads and interprets (clearly articulates) policies and procedures to all field staff.

Qualifications:  Education/Knowledge/ Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

• Educational level required:  Bachelors Degree  Accounting/ Commerce/Finance Option
• Professional technical skill desired : ACCA;
• Experience:  3 years of experience in Finance and Grants Management;
• Other: Should be Computer Literate, Work Well with MS Word, MS Excel and accounting systems (sun system is a plus);
•  Familiar with Database packages;
•  Knowledge of programs management
