BHA Project Manager Full-Time

The project Reconstruir, funded by USAID’s Bureau of Humanitarian Assistance (BHA), will provide  nearly 40,000 people displaced by violence in Cabo Delgado with the tools, capacity, and resources to rebuild their lives and livelihoods in an environment with protection from gender based violence (GBV) and support to recover from trauma. The project will provide livelihood restoration and financial services in resettlement sites in Cabo Delgado and Nampula and will introduce CARE’s proven village savings and loan association (VSLA) model as a critical support avenue to restore and stabilize the livelihoods of IDPs.

The Reconstruir Project Manager (PM) position will be responsible to provide overall leadership, day to day management and staff and partner coordination to ensure the implementation of the project and the achievement of all targets on time and within budget. The project manager will ensure alignment with BHA and CARE programming principles, standards, and approved technical approaches. She/he will develop annual implementation plans, allocate appropriate resources to accomplish the plan, hires and supervises staff and subgrantee partners and ensures that an appropriate monitoring system is in place to track progress in spending and activity implementation.  He/she will serve as the main representative of the project and will be responsible to establish and maintain strong working relationships with key government, donor and partner stakeholders.  

Primary responsibilities:

• Hire, supervises and supports project staff;
• Provide team leadership and motivational support to the team through regular team meetings and learning and reflection events;
• Performance management activities including: talent management, performance planning, monitoring, ongoing feedback and; annual performance appraisals; Recommend personnel actions such as merit increases, promotions, transfers, terminations, and disciplinary actions including performance improvement plans;
• Ensure that all project staff have appropriate individual work plans linked to project priorities;
• Identify and pursue opportunities for the professional development of project staff and implementing partners;
• Build the technical and managerial capacity of project staff in planning and implementing projects effectively and efficiently;
• Lead in preparation and submissions of project annual workplans and detailed implementation plans
• Set and adjust project targets, strategies, resources and delegation of responsibilities to ensure progress toward project objectives;
• Track activity implementation to ensure that timelines are adhered to and course corrections are made as needed
• Continuously assesses project’s context, assumptions and changes in the working environment to ensure that the project focus, strategies and activities remain relevant
• Integrate technical best practices and standards into project activity design and implementation
• Lead in producing project indicator tracking table
• Organize a monitoring system to collect baseline and regular monitoring data for tracking project performance and decision making;
• Plan and conduct quarterly project review meeting to assess progress, adjust plans, and draw/disseminate lessons learned;
• Write monthly/quarterly/annual project progress reports
• Ensure compliance with applicable donor rules & regulations
• Recommend or initiates contract changes including realignment of activities, budget revisions, contract extensions, etc.
• Coordinates subgrant activities and agreements and ensure compliance with applicable policies and procedures.
• Manage project budgets including monthly reviews of expense reports.
• Prepare procurement plans and monitor procurement processes.
• Ensure security and appropriate use of project assets.
• Implement audit recommendations applicable to the project.
• Establish positive working relationships with donor, government, NGO, partner and other relevant stakeholders to identify areas of potential collaboration.
• Design and implement communication plan for key stakeholders to encourage continuous collaboration and knowledge management and ensure communication of key project milestones to stakeholders
• Collate/compile field-generated information and complete periodic progress reports in a timely manner in compliance with donor requirements for incorporation in project reporting
• Coordinate with other CARE project managers to ensure consistent information sharing and collaboration across CARE projects.

Required Experience and Qualifications:

• At least five years of experience in development and/or humanitarian organizations;
• Technical experience with VSLAs, emergency response, GBV and/or livelihoods;
• Experience working with local partners is beneficial;
• Experience working with USAID/BHA is required;
• Sound understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, the People In Aid Code, HAP etc;
• A proven record of effective project management, including project planning and budget management
• Proven skills in partnership building, influencing and negotiation with a range of humanitarian actors,including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups
• Three years’ experience supervising staff
• Experience working in Mozambique is an advantage.

Technical Skills

• Fluency in written and spoken English and Portuguese;
• Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants;
• Strong report writing skills;
• Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment;
• Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts;
• Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team;
• Flexible, creative and solution-oriented approach in an innovative environment;
• High level of competence with MS Office applications, including Word, Excel and Outlook.
