Food Security & Livelihood Manager Full-Time

Purpose of position:

Food Security & Livelihood (FSL) Manager will be in charge of the overall implementation of the livelihoods activities undertaken by all OFDA partners in this consortium under the World Vision Southern Africa Floods & Cyclone Emergency Response (SAFCER). The incumbent will offer technical expertise for the consortium ensuring that the proposed livelihoods activities are implemented according to high standards that meet the objectives of the project. The FSL Manager is responsible for overseeing, at all stages, the FSL activities of the OFDA Consortium Project. This World Vision Mozambique (WV MOZ) position will report to the WV OFDA Project Manager with matrix reporting to the SAFCER FSL Sector Lead.

He/She will be responsible for managing the FSL component of the OFDA Consortium, and will thus be working alongside the other FSL partners in the consortium. S/he is also accountable for accomplishing the FSL program objectives and outcomes. The OFDA FSL Manager ensures the overall success of the project by making sure the consortium FSL partners complete the defined activities while adhering to agreed humanitarian, accountability and SPHERE standards and contractual obligations; and that the project is completed on time, within budget and with acceptable quality. The FSL Manager will be responsible to coordinate the consortium members to FSL coordination and Technical meetings for consistency, improvement and the capacity building of the partners’ staff to respond to emergency situations. The position holder ensures representing WV in cluster and working groups and with relevant Ministries/stakeholders.

S/He will be responsible for:

• Providing strategic leadership and oversight to the FSL response for the OFDA project;
• Ensuring appropriate collaboration between OFDA FSL partners;
• Ensuring an inclusive approach, and an approach which integrates with FSL activities;
• Coordination with other FSL stakeholders;
• Ensuring that effective partnership and collaboration are maintained for FSL advocacy, technical cooperation, coordination, information sharing and knowledge networking;
• Technical quality of each partners FSL portfolio, coordinating partner resources to ensure that the program meets its targets and deliverables on time, within budget, and at a high level of quality;
• Ensuring accountability for the agreed FSL outcomes and overall FSL objectives;
• Ensuring close cooperation with consortium management to ensure that FSL sector achieves required level of integration within the complex program;
• Providing technical leadership and advice in the assessment, design and implementation of water supply, sanitation and hygiene promotion activities in the OFDA Project;
• Build capacity of project and consortium partner staff.

MAJOR RESPONSIBILITIES:

FSL Leadership:

• Provide leadership to the all OFDA FSL partners in fulfilling of the project FSL objectives;
• Provide guidance and create conditions necessary for the effective execution of FSL component of the project by the staff team, partners as well as the community;
• Responsible for overseeing, at all stages, the FSL activities of the OFDA Consortium Project.

FSL Implementation, Monitoring, Accountability and Reporting:

• In charge of the overall implementation of the livelihoods activities undertaken by all OFDA partners in this consortium;
• Offer technical expertise for the consortium ensuring that the proposed livelihoods activities are implemented according to high standards that meet the objectives of the project;
• Provide technical supervision to field FSL staff including coaching, sharing resources and materials, revision of reports, analyzing lessons, etc;
• Conduct field spot checks on bi-monthly basis to monitor progress of projects and discuss challenges with field teams;
• Develop project measurement tools in collaboration with MEAL team;
• Intervene, when necessary, at procurement level, to facilitate/find solutions to material purchase difficulties or delays that are affecting the program quality implementation;
• Ensure that accountability mechanisms are in place for community and stakeholders feedback on sector are reviewed with communities based on the concept of Community Based monitoring and evaluation.

Staff Management & Capacity Building:

• Revise FSLs related JDs when needed and participate in the recruitment of relevant project and technical staff;
• Develop and revise Livelihoods capacity building plans and share with P&C (Human Resources);
• Orient and train WV relevant & Partner staff (including direct/matrix reports) on FSL standards, tools, models, etc;
• Provide regular feedback on performance for matrix reports;
• Train staff and partners in best-practice Livelihood Project models, practices and approaches;
• Hold regular progress meetings with partners and staff to review project performance and address challenges to implementation;
• Facilitate linkages between local partners and coordination mechanisms.

Coordination, Networking & External Engagement:

• Engage in networking and coordination with external Stakeholders and OFDA partners, Clusters, working groups and different ministries.
• Arrange and coordinate FSL regular working group meeting with OFDA partners.

KNOWLEDGE, SKILLS & ABILITIES:

• Bachelor degree in any area related to Livelihoods, economic development, Agriculture, Livestock, or Social Sciences;
• Strong understanding of FSL systems, established Livelihoods practices, Minimum Economic Recovery Standards, EMMA, etc;
• Creative and able to come up with, embrace and coordinate innovative thinking, partnership building and problem solving skills;
• Good analytical and writing skills;
• Good interpersonal skills, influencing skills and cross-cultural sensitivity;
• Effective in written and oral communication in English;
• Able to work on multifunctional tasks in the pressure of time and organizational changes;
• Strong computer skills including Word, Excel, PowerPoint;
• Three to five years of technical expertise in the areas of Food Security, Economic development or Livelihoods;
• Experience in capacity building processes, tools and methodologies;
• Two years or more NGO experience in the humanitarian and development fields respectively;
• Experience in needs assessment and project design;
• Experience in working with relevant Livelihood donors;
• Proven experience in Livelihoods in Emergency settings;
• Excellent written English, with fluency in speaking English;
• Portuguese is an added advantage.

Preferred Skills, Knowledge and Experience:

• Master’s Degree in the following areas.: Economic development, Business administration, marketing;
• Experience participating in program implementation, monitoring and evaluation processes;
• Experience with women economic empowerment programs;
• Experience with proposal writing, strategy development.

Work Environment/Travel:

• The position is field based in Beira.
• The position requires availability and willingness to work outside regular office hours occasionally.
