About the Country/Multi-Country Office

Based in Nairobi, UNOPS East and Southern Africa supports sustainable development across 14 countries, including Kenya, Malawi, Mozambique, Somalia, Tanzania, Zambia, Zanzibar, and Zimbabwe. Since 1995, UNOPS has expanded its footprint in Kenya, delivering services in project management, infrastructure, procurement, and financial management. Across the region, the office implements diverse, partner-funded initiatives that respond to national priorities. In Mozambique, this includes delivering specialized equipment (EU), supporting health services (UNICEF), promoting agro-processing (KOICA), and advancing peacebuilding efforts through a Multi-Donor Fund. UNOPS also supports agricultural input distribution and the Northern Crisis Recovery Project, both funded by the World Bank. In Malawi, efforts include developing Technical and Vocational Education and Training (TVET) centres in partnership with the EU and the British Council. These initiatives reflect UNOPS’ commitment to strengthening national capacities, enhancing service delivery, and supporting progress toward the Sustainable Development Goals (SDGs) in the region.

About the Project Office

Project Background:

Established in 2021, UNOPS in Mozambique operates under the UNOPS East and Southern Africa Regional Office (ESAMCO). The office maintains a national presence with representation in Maputo and active project implementation across Nampula, Cabo Delgado, and Niassa provinces.

UNOPS Mozambique currently leads two flagship initiatives:

• Mozambique Northern Crisis Recovery Project (NCRP)
• Community-Driven Development Fund (CDDF)

Mozambique Northern Crisis Recovery Project (NCRP): this project, funded by the World Bank, supports the Government of Mozambique in addressing the impacts of insecurity in Cabo Delgado and natural disasters. It focuses on psychosocial support, peacebuilding, livelihood development, infrastructure rehabilitation (health centers, schools, etc.), and strengthening government capacity in conflict management and project implementation.

NCRP project was structured around four key components:

1. Component 1: UNOPS provided psychosocial support and promoted community peacebuilding, while actively working to strengthen trust and confidence between the State and society.
2. Component 2: UNOPS delivered agricultural and fisheries inputs, ran cash-for-work programs targeting youth and women, distributed kits for micro and small business development, and offered training in entrepreneurship and business management.
3. Component 3: UNOPS restore basic services and carry out small-scale works to support agricultural production, education, and health infrastructure. This includes constructing and rehabilitating schools, health facilities, and community amenities in temporary relocation sites and host communities.
4. Component 4: UNOPS builds the technical capacity of government authorities and local administrations for conflict management. This also includes support for project implementation, financial management, procurement, safeguards, reporting, and monitoring and evaluation.

At present, UNOPS work is focused exclusively on Component 3, as the other components have been successfully completed. UNOPS is currently operating across 80 active construction sites in Cabo Delgado.

Community Driven Development Fund (CDDF): which has the objective to generate sustainable livelihoods, promote inclusive and participatory development and strengthen social integration. The CDDF has two windows: district window and community window. The target groups are communities. While the district window is implemented by district authorities, the community window will be implemented by community and/or local organisations/consortia/Lead Service Providers.UNOPS manages the community window of this fund, which aims to generate sustainable livelihoods, promote inclusive and participatory development, and strengthen social integration. It supports 300 communities in 18 districts.

The projects are implemented in collaboration with government authorities and are guided by the various programme guidelines provided by the World bank- as the funding source.

Job Specific Context

The project team contains management staff, Safeguards and Monitoring and Evaluation staff and infrastructure staff and require significant stakeholder and partner coordination and management.

Role Purpose

Under the supervision of the Supply Chain Officer and guidance from the Support Services Manager, the Fleet and Logistics Associate is responsible for managing the condition and availability of UNOPS vehicles to support both projects and the country office. This includes supervising vehicle use, monitoring maintenance and rental service providers, and working closely with mechanics, contractors, and users to ensure timely servicing and repairs. The role also involves traveling to UNOPS field offices in Cabo Delgado to support fleet operations, helping to keep vehicles safe, functional, and within budget.

Functions/ Key Results Expected

1. Vehicle Fleet Management:

• The Fleet & Logistics Associate is responsible for overseeing all aspects of fleet operations, ensuring efficiency, compliance, and responsiveness to project needs. This role requires strong leadership, strategic thinking, and operational oversight.

2. Driver and Team Leadership

• Serves as the lead for all drivers, providing guidance, motivation, and proactive problem-solving to ensure smooth operations.
• Oversees the completion and accuracy of driver logbooks.
• Prepares Daily Subsistence Allowance (DSAs) for drivers and supports mission planning when required.
• Ensure that all drivers receive continuation training and development and retain current licenses.

3. Fleet Operations and Maintenance

• Establish and maintain a vehicle management system in accordance with UNOPS vehicle management policy and procedures.
• Ensures the proper functioning, maintenance, and readiness of the UNOPS fleet.
• Supervises the Maintenance of cars with the suppliers, car washers, courier services, and outsourced transportation providers.
• Assists in the purchase, receipt, and inspection of vehicle spare parts.
• Keeps equipment available for use by inspecting and testing vehicles; completing preventive maintenance such as, engine tune-ups, oil changes, tire rotation and changes, wheel balancing, replacing filters.
• Conduct accident damage assessments, process vehicle accident reports and raise damage reports as required.
  Maintains vehicle records by recording service and repairs.
• Maintenance of the proper and complete filing system for fleet records and documents.

4. Fuel Management

• Accurate daily vehicle log to review and control petrol consumption and mileage.
• Maintains accurate fuel records using applicable systems.
• Support the implementation and continuous improvement of fuel procurement and management strategies across Cabo Delgado, ensuring reliable supply, cost-efficiency, and accountability.

5. Mission & Logistics Support

• Coordinates the dispatching of administrative and project-related missions.
• Assesses project needs and delivers strategic logistical solutions to support operational efficiency.
• Ensures effective provision of logistics and fleet support services in compliance with UNOPS rules, regulations, policies, and strategies.
• Provide support for VIP visitors including secure convoy organization when required.

6. Coordination and Compliance

• Authoritatively interprets organizational procedures to guide complex or unusual cases.
• Oversees the implementation of logistics systems in accordance with UNOPS procedures.

7. Asset and Supplies Management

• Assist in the UNOPS asset management.
• Support in the issuance, receiving and recording of project equipment and consumable items including supplies, stationary amongst other items.
• Assist with data capturing for inventory in line with UNOPS Asset Management Standard Operating Procedure (SOP).
• Identify assets requiring repair and assist procurement in ensuring repairs are completed satisfactorily.
• Ensures the safe and proper storage and use of all UNOPS assets.

8. Others

• Perform other related duties as required.

This ensures client satisfaction and promotes the image and credibility of UNOPS as an effective service provider in project services and management. This enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the country/region served.

Education Requirements

Required

• Secondary school (or equivalent) with 6 years of relevant experience OR
• Bachelor’s degree (or equivalent) in Business Administration with 2 years of relevant experience is required.

Desired

• In the absence of a degree, technical/professional diploma from a recognized institution in fleet management, workshop management or petrol, diesel or electrical mechanics is an asset.

Experience Requirements

Required

• Minimum of 6 years of relevant work experience with completion of secondary education or, a minimum of 2 years of relevant work experience required with bachelor’s degree in the logistical operations, including fleet management is required.
• A minimum Three (3) years experience in the usage of computers and office software packages is required.
