Established in 1949, SOS Children’s Villages International (CVI) is a dynamic, international social development organization working globally to meet the needs and protect the interests and rights of children without parental care and those who are at the risk of losing it.
Mozambique is among the countries where SOS children’s village international has a long term child focused program. The country is highlly exposed to natural disasters such as cyclone and floods. SOS CVI works on emergency preparedness program and emergency response in the évent of humanitarian emergencies to adress the immediate needs of vulnerable children and their families and to ensure their safety and protection.
Under the direct supervision of the National Director of SOS Children’s Villages Mozambique, the incumbent is responsible for the development, management, monitoring, evaluation, communication and coordination of all SOS Children’s Villages emergency response and emergency preparedness programmes in Mozambique.
He / she will place particular emphasis on strengthening the technical capacity of colleagues of SOS Children’s Villages in Mozambique for the design, management, monitoring, evaluation, communication and coordination of emergency response and emergency preparedness programmes in Mozambique, and will develop relationships with institutional donors and humanitarian actors. He/she will represent SOS children’s village emergency program work in the relevant coordination forums at different levels in the country.
Provide leadership to the project while ensuring smooth implementation of earmarked project activities.
Guarantee the development and or updating of project documents (logical framework, budget, chronogram etc.) according to the development of the context and intervention strategies
Guarantees the implementation of project management mechanisms and tools to achieve indicators, results and objectives in a timely manner
Undertakes regular field missions to ensure the proper implementation of activities
Provide project progress reports and accompanying data according to the Eastern and Southern Africa Regional office emergency team requirements.
Ensures a high level project implementation through the development and implementation of a monitoring and evaluation strategy in collaboration with the Eastern and Southern Africa Regional office emergency team
Develops and shares good practices, lessons learned and recommendations
Ensures compliance with the administrative and financial procedures of SOS Children’s Villages International
Responsible for the proper and efficient management of emergency budgets, including timely requests for funds transfers
Ensures that logistical support meets project needs
Responsible for the management and evaluation of emergency teams under him/her, including through recruitment support, the development of terms of reference, mission orders and development plans
Develops and maintains a collaborative and participatory work environment among all SOS Children’s Villages colleagues in Mozambique
Identifies capacity building needs amongst key personnel of SOS Children’s Villages in Mozambique related to emergency response and emergency preparedness
Provides technical support and ongoing capacity building support based on identified needs, including (a) management, monitoring, evaluation, communication and coordination of emergency response in the child safeguarding and education sectors; (b) emergency preparedness; and (c) donor relations and advocacy
Supports the National Director and the Emergency Team of the Eastern and Southern Africa Regional office and International Office in the elaboration of the emergency response strategy and emergency preparedness in Mozambique, and its alignment with the Federation’s Strategy 2030 and the humanitarian community in Mozambique
Ensures the positioning of SOS Children’s Villages Mozambique within the humanitarian community and ensures the visibility of emergency response and preparedness actions
Develops and maintains close working relationships with institutional donors in Mozambique, including ECHO and UNOCHA
Identifies international / national implementing partners, establishes memorandum of understanding and maintains close working relationships
Supports the National Director in ensuring the safety of the emergency teams, assets and infrastructure, as well as project participants
Supports the National Director in the instruction of project teams on security measures and standards, and ensures their understanding and implementation on a continuous basis by the entire team
Monitors and assess the local context on an ongoing basis and reports any security incidents and / or changes that may impact the programmes
