Catholic Relief Services carries out the commitment of the Bishops of the United States to assist the poor and vulnerable overseas. Our Catholic identity is at the heart of our mission and operations. We welcome as a part of our staff and as partners people of all faiths and secular traditions who share our values and our commitment to serving those in need.
Under the supervision of the Emergency Coordinator, the Emergency Program Manager will oversee overall operations and coordination between partners on activities across all sectors of focus, including agriculture/livelihoods, WASH, and protection. The PM will strengthen the capacity of Caritas Quelimane to implement high quality response and recovery programming, and will ensure timely and quality support to Caritas Quelimane – facilitating planning, budgeting, implementation, monitoring, reporting and coordination. The PM will make use of CRS and CI tools and guidance for emergency programming to strengthen local partner capacity, as well as lead accompaniment throughout the implementation of the recovery strategy, including promotion and coordination of area-based approaches in the operating environment. Currently Caritas Quelimane is implementing their emergency response through a Caritas Internationalis Emergency Appeal and in-kind support from other actors, while developing an early recovery strategy focused on agriculture and livelihoods, water and sanitation, protection, and shelter response, to be partly implemented through the Humanitarian Consortium of Mozambique (CHEMO).
Under the supervision of the Emergency Coordinator, the PM will carry out the following responsibilities:
Caritas Mozambique National Secretariat, Mozambique Diocesan Caritas teams, other INGOs, NGOs, members of relevant cluster coordination forums, CI Focal Point for Mozambique emergency, other Caritas Member donors to the Emergency Appeal (Caritas Italy, Misereor, etc.), OFDA, and CHEMO consortium partners, district managers and lead TAs.
These are rooted in the mission, values, and guiding principles of CRS and used by each staff member to fulfill his or her responsibilities and achieve the desired results.
