Emergency Coordinator Full-Time

The “Arbeiter-Samariter-Bund Deutschland (ASB)” is a German aid and welfare organisation with more than 300 branches at national, regional, district and municipal level all over Germany.

More than 1.2 million members provide a broad social basis for our organisation and more than 20,000 employees as well as over 17,000 volunteers form part of the ASB ensuring a high level of quality in areas such as rescue services, civil protection and social services. Since its foundation in 1888, the ASB has acted as a politically and denominationally independent association ensuring a high level of continuity and reliability. ASB Foreign Aid Department provides both direct emergency relief to people hit by man-made or natural disasters and longer-term rehabilitation measures designed to promote recovery and to rapidly help restore the livelihood of refugees, internally displaced persons and other vulnerable people. ASB currently has a portfolio of more than 100 relief, rehabilitation, development and DRR projects in countries like Bosnia, Georgia, Greece, Haiti, Indonesia, Iraq, Kosovo, Nicaragua, Niger, Philippines, Serbia, and Ukraine.

ASB is currently seeking expressions of interest from qualified and committed individuals for the following position:

Emergency Coordinator Mozambique

The Emergency Coordinator is responsible for the overall leadership and strategic development of the ASB Country Programme in Mozambique. He/She is reporting to and supervised by the Desk Officer at ASB’s National Federations headquarters in Cologne, Germany.

Key responsibilities include:

• Assessment: Coordinate assessments and lead the development of relief project plans and budgets within the framework of the agreed emergency response strategy. Contribute to the development of project proposals.
• Project Management: management of the implementation of the existing emergency projects, including supervising the implementation and management of all projects and programmes implemented through local partners. Timely development and submission of required project documentation including, fact-finding and assessment, project documents, proposals, assessment & evaluations, interim and final project reporting.
• Representation: liaison and representation activities with the Government of Mozambique, various municipalities, the United Nations, the INGO community, donors, partners, the Media and other external stakeholders.
• Partnerships & Alliances: maintaining existing-, as well as building new partnerships.
• Fund-raising: working with donors to raise funds in order to ensure financial sustainability of the country programme.
• Financial Oversight: supervision and control of financial expenditures and oversight of financial management systems to ensure full-compliance with ASB’s as well as donor financial policies, procedures and practices.
• Security: management and coordination activities to ensure the overall safety and security of the operation and compliance with security guidelines and procedures.
• Reporting: submission of monthly progress reports, donor reports, end of year reporting and the preparation of an annual report and accounts for external publication.
• Internal Communication: regular and close communication with the ASB’s HQ in the process of further development of the ASB’s approach in Mozambique in line with ASB’s overall Foreign Aid strategy.

Key Requirements:

• Relevant University Degree (educational degree in humanitarian or development studies an advantage);
• Minimum five years of relevant work experience, partly on management level (previous work experience in the region is an distinct advantage);
• Proficient knowledge and experience in developing and implementing Humanitarian Aid programmes;
• Significant experience in WASH and emergency distributions;
• Knowledge of the context in Southern Africa / Mozambique;
• Strong analytical and strategic planning skills;
• Budget development and strong budget management experience;
• Experience with international donor agencies such as DG ECHO, German Ministry of Foreign Affairs, EuropeAid;
• Proficient knowledge of finance, administration and logistics;
• Intercultural communication skills;
• The ability to inspire and work independently;
• Fluent in English, working knowledge of Portuguese would be a distinct advantage;
• IT skills (MS Office).
