The Governance Global Practice

Duties and Accountabilities

You will be under the supervision of the Governance Practice Manager (PM) for the EAEG2 Unit (Angola, Botswana, Burundi, Comoros, Democratic Republic of Congo, Eswatini, Lesotho, Madagascar, Mauritius, Mozambique, Namibia, Sao Tome and Principe, Seychelles, South Africa) and will support the implementation of activities financed by a Multi-Donor Trust Fund (MDTF) that supports the implementation of public financial management reforms in Mozambique. The Specialist will:

• Support the MDTF Program Manager in administering and managing the MDTF, particularly in developing mechanisms and procedures to select and implement activities to be funded by the MDTF.
• Provide additional support to the Program Manager of the MDTF with program management tasks, including financial reporting, monitoring of activities funded by the MDTF, generating progress reports and preparing the annual work plan.
• Liaise and manage relationships with the Donor partners and organize partner coordination meetings and communications as required in the relevant agreements.
• Provide analytical input and advice to Bank operational teams on issues pertaining to PFM, exploring synergies with MDTF activities whenever pertinent.
• Conduct analytical/research work relevant to the MDTF as may be required by the Donor Partners/Program Manager/Practice Manager.
• Contribute to Advisory Services and Analytics with the objective to strengthen PFM in Mozambique and contribute to knowledge management and dissemination.
• Support the Program Manager in any other work related to the MDTF.

Selection Criteria

The selected candidate will have significant, directly relevant, experience including:

• Master’s degree in a relevant field (e.g., public administration, economics, accounting, finance, law).
• Minimum five years of relevant experience working on public financial management, ideally with experience working on two or more of the following: budget planning, formulation and execution; cash management. internal audit and controls; fiscal decentralization; fiscal transparency and open data; citizen/stakeholder oversight; accountability institutions, including supreme audit institutions.
• Demonstrated experience in leading policy-dialogue on public financial management and social accountability/citizen engagement themes, in the development and supervision of donor-funded projects, and in the preparation of analytical products and diagnostic tools.
• Outstanding interpersonal skills, track record of working effectively in a multicultural team environment, and the ability to build effective working relations with counterparts and throughout the Bank.
• Experience in public financial management laws and practices in Mozambique desirable.
• Fluency in both written and spoken Portuguese and English.
