Crisis and Emergency Manager Full-Time

Our Client is developing Mozambique’s first LNG Park which will meet the increasing world demand for a sustainable, reliable and cleaner source of energy. They are currently in need of a Crisis and Emergency Manager.

The Crisis and Emergency Management position is part of the HSE discipline. The incumbent will develop and support the implementation of the corporate countrywide plans, procedures and protocols for systems and processes in response to an emergency. This role ensures the corporation and the assets have appropriate capability to respond to all emergencies and spills across the Client portfolio.

The incumbent will report directly to the Mozambique Director HSE.

Work Location: Mozambique – Maputo

Work Schedule: Rotational role working 28 days on / 28 days off, working 180 days in a year Start Date: April 2020

Duration: 12 months

Tasks to performed

• The Lead Emergency Management and Spill Response position is part of the Operational HSE discipline;
• The incumbent will develop and support the implementation of the corporate countrywide plans, procedures and protocols for systems and processes in response to an emergency;
• This role ensures the corporation and the assets have appropriate Level 1 and 2 capability to respond to all emergencies and spills across the CLIENT Project and specifically Coordinate the Country Emergency Management Cell (EMC) based in Maputo;
• Effective IMS implementation across relevant project locations, supporting development of teams, systems and plans (such as spill response) in preparedness for activity associated with Major Accident Hazard events (i.e. Marine, Upstream and Onshore production operations);
• Key interface with internal and external stakeholders (key contractors, partners, Area 4, Total HQ and relevant CLIENT functions) to achieve alignment in implementing CEM protocols;
• Work with onshore LNG Operations department and supporting functions (security, logistics, marine etc) to develop response capability in readiness for operating LNG facility.

Deliverables

• Own and develop the project CEM system and process;
• Provide technical and specialist/subject matter input around response and incident management processes to support business needs;
• Manage effective liaisons with stakeholders including regulators and contractors; providing technical and specialist/subject matter input to support advocacy or influence stakeholders;
• Drive countrywide performance improvement and provide subject matter expertise in Emergency Management preparedness and Spill Response;
• Develop and maintain the in country ER service which can effectively respond to and manage level 1 incidents and associated project scenarios;
• Develop plans and provide oil and chemical spill emergency preparedness and response support and guidance for the ER and Operational teams countrywide;
• Provide technical review and assurance of Emergency Management (EM), ER and/or Oil Spill plans and procedures;
• Identify and supply expertise (as required) for emergency preparedness and response support and guidance for the EM and Operational team across CLIENT;
• Specify the competency of EM (ER and/or Oil Spill) responders, identify/support training needs, and monitor competency of ER Teams;
• Define a schedule of appropriate ER tests that will demonstrate assurance around CEM readiness and effectiveness;
• Drive best practices and drive continuous improvement in the CEM process;
• Ability to lead, motivate, direct and develop disciplined staff and facilitate delivery via other functional and operations staff;
• The incumbent is responsible for the efficient use of their personal time to ensure all tasks are achieved within allocated project plan milestones, or time lines give.;
• Influence internal and external stakeholders for improvement in the management of Process Safety, Major Accident Hazard and Asset Integrity risks.

Techical requirements

• Demonstrated experience with working effectively with external regulators and other agencies;
• Experience in all areas of management, with good technical skills and the ability to integrate the technical, commercial and governance aspects of the work,
• Experience managing, mentoring and developing multi-disciplinary teams;
• Proven ability to positively develop and influence CLIENT’s safety culture;
• Proven safety leadership within high hazard industries such as petrochemical, oil and gas, mining, and aviation industries;
• Formal training such AIIMS (level 3), Emergency management Training at ICS 300 or IMO level 3;
• A demonstrable experience of emergency management and spill response management in complex scenarios, gained by relevant operational experience;
• HSE experience within the oil and gas industry operational environment an advantage;
• Experience in delivering projects in high risk or high materiality environments and in remote areas would be an advantage;
• Experienced in the development and delivery of CEM and Spill response training and education sessions to diverse workgroups;
• Working knowledge of risk management techniques for identifying, assessing and mitigating emergency response risks;
• Clear outward enthusiasm/passion for Crisis and Emergency Management and HSE;
• Must have operational and/or HSE exposure and experience, and some basic business understanding;
• Good communications skills and confidence to address audiences;
• Good stakeholder engagement skills and ability to influence others;
• Must be able to work in a team, and to be able to manage people successfully.
