Country Program Management Consultant Full-Time

Scope of Work

Ipas works globally so that women and girls have improved sexual and reproductive health and rights through enhanced access to and use of safe abortion and contraceptive care. Ipas Mozambique is seeking a Country Program Management Consultant to provide programmatic, financial and administrative leadership support for the country program under the direction of the Africa Regional Director, currently serving as Acting Country Director. This position is expected to be for a period of up to 4 months and is responsible for the implementation of project strategies and workplans to ensure that program goals and objectives are met at the country level. This includes providing oversight and guidance on all operational aspects as well as program implementation. This may include ensuring good stewardship of funds, adherence to Ipas and donor policies and standards, achievement of for annual work plans, proposal development, analysis of programmatic results, identification and resolution of challenges, donor reporting, financial monitoring, management of external relationships, and support of in-country personnel management, etc.

• Lead the execution of programmatic work, ensuring high-quality project implementation;
• Ensure programmatic, budget, and contractual compliance for all donor agreements, including monitoring sub-awards;
• Support development of award workplans and conduct routine program analyses, including regular review and use of monitoring data and organizational quality standard indicators;
• Ensure tracking of budgets using financial management tools, conducting regular review and analysis of financial data, and engaging the project team to adjust plans;
• Offer strategic and technical recommendations and ensure all programmatic issues are addressed in an effective and timely manner, including soliciting guidance from headquarters;
• Supports adaptation and implementation of organization-wide initiatives, systems, and policies; monitor for compliance with organizational policies;
• Manage and support donor reporting processes, including contributing to report documents and soliciting input from various project team members, ensuring quality and timely submission;
• Represent the organization with government officials, partners and stakeholders at meetings;
• Provides support, guidance, and constructive feedback to staff to meet their directives, share progress of work, resolve problems, and find alternate workable strategies;
• Support mentoring of team personnel as necessary;
• Ensures effective communication between headquarters and the country office, keeping team members aware of issues and engaged in implementing activities;
• Ensure strong financial management aligned with Ipas’ financial compliance policies and award requirements, monitoring and sharing financial performance through regular reviews and follow on actions;
• Ensure robust internal controls are in place to minimize and manage risk;
• Monitor safety and security issues in country, and ensure country office complies with Ipas safety and security standards and policies;
• Ensure compliance with local statutory, registration, labor, tax and other laws and obligations.

Applied Knowledge & Skills

• Demonstrated, excellent advocacy and representational skills, including communication and diplomacy skills, particularly in the areas of reproductive health and rights, gender, human rights, public health and related areas;
• Strong team leadership expertise and experience, with proven success in critical thinking, and problem solving;
• Strong consultation, conflict resolution, and negotiation skills;
• Proven ability to build positive working relationships with country partners, especially district/state/national government officials, international donors, local organizations and UN and bodies;
• Understanding of and experience overseeing key project management and compliance issues and minimum standards, including for program design, work planning, budgeting, and monitoring;
• A strong understanding of women’s sexual and reproductive health and rights in country Mozambique;
• Professional level fluency in both Portuguese and English.

Experience

• Masters level degree or higher preferred, in public health, medicine, international development, gender issues, policy, administration or related studies;
• A minimum of 10 years of increasing responsibility in team leadership and program management;
• Previous experience as a country director or manager for an international NGO preferred;
• Experience and demonstrated success in maintaining good relationships with donors.
