Construction Superintendent Full-Time

Our Client is developing Mozambique’s first LNG Park which will meet the increasing world demand for a sustainable, reliable and cleaner source of energy. They are currently in need of a Construction Superintendent to work on a 28 x 28 Rotational Basis and below are more details:

Job Position Summary

This position is for a general Construction Superintendent working on the Quitunda Resettlement Village on behalf of the Client.

As a Client project representative there is an implied duty to cooperate, facilitate, encourage and support the Construction Contractor and their Subcontractors to the best of your ability to achieve the expected project outcomes.

The Construction Superintendent is responsible for ensuring the site works are properly managed and executed by the Construction Contractor and their approved Subcontractors in accordance with the Contract Agreement.

This role requires the Construction Superintendent to work and interface with other Client discipline Superintendents, Engineers, Planners, Authorities and the Construction Contractor, Vendors to ensure key Contract deliverables are met.

The key deliverables are; safety compliance, environmental management, assurance, budget management and control, project schedule milestones and adherence to project approved and national specifications, standards and written practices.

General Job Scope

The general execution scope for the Construction Superintendent on the Quitunda Resettlement Village Site works is inclusive of a variety of multiple disciplines and interfaces, typically this will include;

• Surveillance and reporting;
• Site establishment;
• Survey and benchmark control;
• Civil interface works;
• Buildings and structural interface works;
• Water treatment plant, pumps, boreholes and reticulation interface works;
• 33kV HV overhead lines, MV power distribution, and transformers;
• Mechanical interface works;
• Temporary and permanent building works;
• Temporary and permanent site road construction;
• Public and community buildings; school, police department, health center, administration etc;
• Community livelihood support works; replacement agricultural land, tree nursery etc.

Key Responsibilities

Overall responsibility for Client oversight of the Construction Contractor day to day management of the works, inclusive of but not limited to;

• Compliance, oversight, guidance and support to the Construction Contractor;
• Coordinate daily tasks and provide guidance and support and to site engineers and construction supervisor reporting directly to the construction superintendent;
• Support the implementation of the Client HSE Policies and procedures;
• Support the implementation of the Client Assurance program and processes;
• Compliance with the Client Security protocols;
• Provide safety leadership to Construction Contractor and Client team, to achieve best in class safety performances on site;
• Actively participate in Construction Contractor site toolbox talks, pre-starts and site safety briefings and meetings;
• Monitor and report on Construction Contractor compliance to project HSE and Quality Assurance requirements;
• Monitoring and Review of Construction Contractor related Assurance activities and verification documentation;
• Assure Construction Contractor is performing all works in accordance with the approved plans and procedures;
• Site surveillance and reporting of construction progress against approved schedules;
• Assist line Managers as required in the management of the overall Construction program;
• Work closely with construction teams to ensure a concise and clear understanding of all applicable engineering designs, project specifications and standards;
• Complete discipline document reviews and comments for assurance approvals;
• Review Engineering contractor design drawings, technical notes, specifications and similar deliverables produced within Discipline;
• Monitor and review construction practices, including design control, document control, interface management and special processes;
• Provide detailed daily records and reports as required by line management;
• Ensure alignment and coordination between resettlement project needs and RV construction schedule with the aim of facilitating households moves;
• Undertake Mechanical Completion inspections, including engagement with Government Third-Party inspectors,  verification of quality documentation and signoff of contractor completion dossiers;
• Apply the project Technical Query process and submit, track and facilitate the closure of all TQ’s and associated construction changes;
• Contribute to the continuous development and improvement of construction practices;
• Attend Construction management progress, planning meetings and workshops;
• Report all incidents and near misses immediately;
• Comply with a duty of care to ensure that safe practice is adhered to at all times;
• Adhere to the TOTAL Business Principles and Code of Conduct at all times;
• Provide mentoring to national Client employees.

Specific experience and expertise in the following areas is required:

• Minimum of ten (10) years of relevant industry experience with directly supervising contractors and/or work crews in general oil & gas construction and infrastructure works on major capital projects;
• Proven track record of working as a Client representative on lump sum oil and gas projects;
• Proven ability to liaise professionally with Engineering and Construction Contractors and other key stakeholders on site;
• Previous experience in a similar role(s) on a large scale project(s) with a history of safety leadership;
• Advanced knowledge of civil construction activities for onshore road networks and utility infrastructure and associated disciplines; survey, concrete structures, structural erection, architectural, buildings, power, water supply;
• Knowledge of appropriate codes, standards and good construction and engineering practices specifically within the civil, structural, mechanical, piping construction disciplines;
• Proven ability to interpret and manage project schedules and report against field progress;
• Proven ability to manage and influence a team and develop an effective culture through respect;
• Proven ability to read and interpret engineering drawings, including GA’s, SLD’s, Datasheets etc;
• Proven track record of working as part of a culturally diverse multi-national project team;
• A sound understanding of financial controls and project budgets;
• Proficient English language skills, both verbal and written;
• Effective communication and leadership skills;
• Team player who is able to foster relationships, and think outside the box;
• Ability to deliver a culture committed to safely delivering the Project targets;
• Ability to schedule priorities and multi-task within the assigned Engineering and Construction Contract packages;
• Able to work autonomously with minimal technical guidance and instruction;
• Advanced computer skills for MS office, Adobe and Database software applications.

Education & Qualifications

• A degree/diploma qualification or equivalent in related discipline field and/or Oil & Gas construction projects.

Language

• Fluent oral and written knowledge of English;
• Knowledge of Portuguese is advantageous.
