Compliance Manager Full-Time

Job Description

Role purpose

Manage compliance of the Project in the following areas, but not limited, permits, Environmental, Health & Safety, Quality, licensing, community liaison, security and Interconnection as and when required. This role is required to be performed maintaining the highest values and in line with company and EDM’s strategic direction for and on behalf of CSM. Also, be involved in all aspects relevant to the project construction phase, while required to work very closely with the construction management team and the construction contractor performing the works, both form a technical and corporate and social responsibility perspective.
One of the further key responsibilities of the compliance manager will be to ensure the project are constructed for SCM by maintain the upmost health and safety standards and approach, while standards such as the IFC Performance Standards are also a requirement as it forms part of the duties of this role.
During the execution phase, the key responsibility is governance of implementation and consolidated reporting.
Therefore, the Compliance Officer will play a key role to ensure the compliance of the project.

Key responsibilities

The Compliance Manager is responsible to ensure the following:

Health, Safety, Security, Environmental and Social

• Ensure the effective implementation of the applicable Health, Safety, Security and Environment Management Plan established for the project execution phase;
• Manage any project non compliances with regards to health, safety and environment, while required to coordinate the security situation on and around the project, or within the Cabo Delgado Province;
• Coordinate security management procedures for the project, and assist CSM to establish those required for personnel of CSM;
• Ensure the agreed Environmental and Social management system are appropriate implemented during the execution phase by the construction contractor, and ensure the relevant audits, internal and external, are being conducted regularly, and as required;
• Manage the health and safety compliance of the project and ensure a zero-harm environment are maintained;
• Ensure the approved Environment and Health & Safety plans are implemented during the entire construction phase, including the transition phase from construction to operations;

Community Liaison

• Monitor the community engagements performed by the construction contractor;
• Ensure to establish and maintain a community engagement register for all community engagements being performed during the execution phase of the project;
• Ensure the execution phase Stakeholder Engagement Plan (SEP) are being implemented accordingly;
• Ensure the local communities are being kept abreast by the construction contractor of the project status and any opportunities that might exist for employment.

Quality Control

• Assist the Construction manager to control quality of the construction contractor and with quality inspections on site;
• Monitor and control quality related aspects on site;
• Assist the construction manager to review and approve works performed by the construction contractor;
• Ensure the quality of the works remain aligned to the standards defined and assist the construction manager to highlight non compliances.

Licensing and permits

• During the development stage, assist the development teams to ensure all permits are obtained, in place and up to date;
• During the construction phase, monitor all permits and timeously ensure permits are renewed;
• Track CSM permit requirements and ensure the construction contractor implement the necessary requirements set forth for CSM;
• Ensure all licensing are in place at any time during the execution phase and duly track compliance.

Compliance

• Develop and review, where requested, project specific policies and procedures;
• Advise all stakeholders about legal framework surrounding the project’;
• Coordination of LRP programs to meet CSM’s sustainability objectives;
• Monitor and Ensure the relevant IFC performance standards are being implemented during the execution phase of the project;
• Develop and review a proactive action plan in response of statutory audits, such as E&S audits, HSE audits and other required compliance audits necessary to be performed to ensure CSM remain complaint to its financing and licensing conditions;
• Elaborate via detailed reports to advise management about CSM’s compliance with statutory regulations

Interconnection

• Control and support the effective coordination between EDM and the construction contractor in order to ensure relevant interconnection dates, or requirements are met;
• Assist the construction manager to evaluate the interconnection process and proactively assist to aid communication, compliance and coordination between EDM, the construction contractor and construction management team;
• Ensure that the construction contractor adequately updates the EDM technical teams on progress and key dates, by assisting the construction contractor and the construction manager;

Administration

• Assist proactively to ensure all administrations needs are fulfilled for CSM during the final stages of project development and during the construction phase;
• Ensure to control and administer all record keeping pertaining to CSM;

Skills and Experience required

• Relevant Tertiary qualifications in the Engineering field preferred;
• Additional Business/Project management qualification;
• Computer skills and proficiency in MS Office and Computerized Maintenance Management Systems (CMMS);
• Proficiency in Portuguese and English both written and oral;
• Proven skills and experience in the supervision and co-ordination of construction, operation and maintenance activities associated with renewable energy generation or similar operation;
• Contract and site management experience of large scale solar photovoltaic projects (+10MWp) a plus for this role;
• Working knowledge and understanding of renewable energy plants and equipment such as solar plants and associated electrical equipment, auxiliary plant and high voltage infrastructure;
• Experience in the permitting and development phases of photovoltaic projects in the country a plus;
• Must also have good knowledge of the logistics procedures in Mozambique including custom clearance processes;
• Mozambican Nationality.
