To this end, we hereby offer you the position of Compliance and Operations Manager for employment with ELIM Serviços Lda on a permanent basis.

About the hiring department

ELIM is looking to hire a Compliance & Operations Director to head our Admin & Finance Team. This department supports the Business Development Team (BD) on submission of the proposals, and support as well the Technical Team, by taking the lead on all logistic process and payments on implementation of the projects. It is also the central point, finance processes, labour contract and project ones.
The Compliance & Operations Director will provide the financial and contractual leadership required for its Headquarters office based in Maputo, Mozambique. Under the direction of the Managing Director, he/she will work closely with the project management, field and home office staff, subcontractors, consultants and vendors as needed.

About the job

The Compliance & Operations Director will work closely with the Office Manager, Technical Lead and Business Development Director to deliver the following tasks:

Proposal pricing (25%)

Provides overall guidance to Proposal Teams on complex contractual issues including:

• Participating in new business strategies including discussions on identifying risks and analysing these risks for a bid decision;
• Reviewing and analysing donor (USAID, WB, DFID, etc.) solicitations to understand the terms and conditions and convey any unique or risky contract terms to Proposal and Project Managers;
• Providing guidance to recruiters, proposal teams and Subcontract Negotiators on allowances and salary offers;
• Preparing contractual clarification questions in response to requests for proposals;
• Provides guidance and support to Subcontract Negotiators in the selection of subcontract types, effective negotiations with subcontractors, analysing budgets, effective negotiation of subcontract terms and conditions, and responding to BAFOs;
• Provides input to and advice on cost proposals for submission during Green team meetings;
• Interfaces and negotiates with government client to help resolve contract issues.

Contract Management (35%)

• Providing expert advice regarding business management, contracts, subcontracts, and grant issues;
• Conducting complex client, subcontractor, and grantee negotiations, including negotiation of extraordinary or unusual terms and conditions;
• Timely resolution of internal and external issues/problems related to contract administration;
• Serving as primary point of contact with internal and external customers on complex/critical contract, subcontract, and grant matters;
• Reviewing and analysing complex contract/subcontract and other legal agreements;
• Monitoring compliance with contract terms and conditions. Ensuring contracts, subcontracts, and grants comply with applicable regulations, corporate policy, and good commercial practice;
• Preparing complex contracts, subcontracts, grants, and other documentation;
  Reviewing/approving work products of mid-level and junior contract administration staff;
• Providing authoritative guidance on contracts, subcontracts, grants, and general business management issues to operational group staff at all levels.

Administration& Finance (40%)

• Supervising, mentoring, and guiding a team of junior and/or mid-level administration professionals;
• Ensure timely delivery of services to the technical teams;
• Ensure complete and timely compliance with monthly fiscal and social responsibilities;
• Ensure accurate and timely maintenance of the firm’s administrative systems;
• Lead corporate initiatives related to the firm’s operation and compliance;
• Oversee project accounting and compile project financial reports as needed;
• Develop policies and processes for more efficient operation of the business across the board
• Compile monthly financial reports;
• Provide strategic insight on project finances;
• Monitor the firm’s operational and financial performance;
• Training and providing day-to-day supervision to, and responsibility for full performance management of assigned staff;
• Provide management assistance of Mutiana’s various investments, as part of ELIM Group interventions.

Minimum qualifications:

• Fluent in English (Written and spoken);
• Minimum of 9 years of progressive experience in contracts administration, negotiation, pricing, or other relevant experience and a Bachelor’s degree; or 7 years of progressive experience in contracts administration, negotiation, pricing, or other relevant experience and a Master’s degree;
• Minimum of 11 years of experience in contracts administration/management, negotiation, pricing, subcontracts or procurement and a Bachelor’s degree; or 9 years of experience in contracts administration/management, negotiation, pricing, subcontracts or procurement and a Master’s degree;
• Demonstrated working knowledge of CPFF, T&M, FP, and/or IDIQ contracts;
• Experience working with USAID/DFID/WB contracts;
• Ability to mentor and train individual contracts administrators;
• Ability to work independently with minimal supervision.

Preferred experince:

• Experience working with USAID/DFID/WB contracts as well as with other donors;
• Self-motivated, entrepreneurial, results-oriented, and customer service-minded;
• Experience utilizing technology to introduce innovation to improve effectiveness and efficiencies. Demonstrated ability to build, lead, and manage effective teams;
• Demonstrated ability to communicate effectively with external clients and internally with all levels of the organization;
• Demonstrated organizational skills, and a capacity to handle multiple tasks under tight deadlines;
• 5-7 years of management or supervisory experience;
• Ensure fiscal and financial compliance with local authorities;
• Oversee the administration team.
