The Action Contre La Faim is hiring a Community Mobilisation Supervisor-Nutrition & Health.

Remuneration: 986,580.00 Mtn (Gross annual Income) and 13th Month paid in December (prorata depending on the starting date)

Specific Objectives (Not Complete)

The Community Mobilisation Supervisor accompanies his team in order to provide support to the health structures and to the promoters and volunteers groups in the implementation and promotion of the Essential Nutrition Actions, Infant and Young Child Feeding, Growth Monitoring and Promotion as well as the Management of Acute Malnutrition, among other things the screening and referral of malnourished children.

The supervisor will ensure the implementation and quality of community group activities at the health zone level. He/she will also ensure that the distribution of rations and other activities are well coordinated in order to apply the conditionality provided for in the PCIMA approach. He will also supervise his team in the training of community leaders and group facilitators.

Objective 1: To develop and implement a community mobilisation strategy to ensure optimal programme implementation with a particular focus on the community participation approach

• Liaising with village representatives and supporting the identification and invitation of participants for village discussions.
• Identify and build strong relationships with key stakeholders in target communities, including community leaders, local authorities, community associations.
• Establish regular meetings with key stakeholders to ensure regular and high-level community engagement.
• Ensure that contracted activities are completed on time, on budget and to an acceptable quality.
• In collaboration with the CA and IT, organise the targeting sessions for ANJE members.
• Participate in the training of ANJE members on topics related to ANJE, EAH, etc.
• Develop and ensure the use of appropriate techniques, tools and materials for good practice and training for appropriate consultation with the community.
• Analyse lessons learned on existing approaches used in the region and incorporate new innovative approaches to behaviour change.
• Ensuring the quality of technical assessments.
• Ensure that health and nutrition education sessions are carried out in the facility and at the community level while emphasising facilitation techniques and type (individual and mass).

Objective 2: Supervision of community activities

• Develop written procedures that describe the implementation of community activities (strategy for making groups, election of leaders, frequency of meetings or home visits, etc.) based on the model and adapting it to the specificities of the context and the project.
• Develop the toolkit and the content of the modules for each theme (detailed instructions for each module and pictures, videos or photos or other material if necessary) that will guide the group leaders and promoters in their activities.
• Manage and supervise community mobilisation programme staff at village level: induction, monitoring and evaluation and promotion of positive team dynamics and motivation.
• In collaboration with ANJE support group members and nutrition supervisors, organise cooking demonstration sessions based on the realities on the ground.
• Participate in the identification and training of team members of village promoters and facilitators as needed, such as volunteer community educators, mother support groups, farmers or women’s groups, community relays, red cross volunteers.
• Closely monitor the performance of promoters and facilitators by regularly visiting field sites to assess achievements. Discuss constraints encountered, possible solutions and recommendations for current and future programmes through the implementation and monitoring of a village feedback mechanism.
• Identify capacity building needs for target communities and local leaders and organise ad hoc training with the help of provincial or district technical services, under the supervision of the programme manager.
• Facilitate regular meetings organised by the line manager to ensure complementarity and avoid misunderstandings between ACF, local authorities and programme beneficiaries.
• Write reports on the meetings held and the trainings organised (list of participants, results, etc.) and share them with the programme staff.

Objective 3: Coordinate the implementation of activities with other health and nutrition activities in the intervention area

• Support facilitators in developing and updating volunteer lists.
• Share these lists regularly with the care team.
• To support facilitators in the implementation and quality of community activities in their village through the network of community relays and PB parents.
• Ensure the involvement of PB parents in community-based case monitoring and screening.
• Support the facilitators in strengthening the link between the volunteers and the health care provider at the health facility to which they are attached.
• Collecting information for joint planning, and jointly organising activities for the planning of training and community activities.
• Leading the development of mass awareness campaigns.
• Ensure with the M&E team that the reporting tools are used and understood on all indicators by promoters and volunteers.
• Communicate regularly the results of community activities to the community animator of the health zone.

Objective 4: Supervise hygiene and nutrition counselling activities with parents in the health area (EHA/NUT facilitators)

• Identify parents of malnourished children in need of home-based support (the child is not gaining weight, has relapsed, has abandoned treatment), mothers of children aged 0-8 months who have difficulties in breastfeeding exclusively or in introducing complementary food adequately.
• Conduct an interview to understand the situation and identify influential people in the family.
• Explain nutrition and hygiene recommendations appropriate to the situation.
• Identify barriers to the adoption of good practice and with parents discuss possible solutions to improve practice, involving influential family members.
• Carry out follow-up visits if necessary, referrals if necessary…

Objective 5: Reporting and monitoring of the programme

• Develop, monitor and report on specific indicators related to ANJE groups and social mobilisation activities.
• Build on lessons learned and produce a detailed report with recommendations for future community and behaviour change programmes and activities.
• Attend planning meetings at the ACF office according to the schedule provided.
• Attend coordination meetings according to the communicated calendar.
• Organise joint supervision with the CA of the community mobilisation activities of the different community actors involved.
• Report weekly/monthly on activities carried out.
• Report any difficulties encountered (technical, logistical, etc.) and suggest improvements.
• Reviewing reports submitted by community volunteers and providers, analysing data from these reports and validating them.
• Produce a monthly summary of nutritional indicators at the health zone level and facilitate dissemination to the line supervisor.

Skills Required

• Knowledge of health and nutrition issues, local actors in the health and nutrition field.
• Knowledge of specific maternal and child health and nutrition programmes.
• Knowledge of behavior change approaches and particularly the care group approach.
• Knowledge of community mobilization/awareness raising.
• Ability to communicate orally and in writing in local languages.
• Knowing how to analyze needs and issues in terms of coordination and institutionalisation.
• Know how to listen, adapt your communication style and establish a relationship of trust with your interlocutors.
• Know how to organize your work and manage priorities.
• 2 years’ experience in relevant field.
• Willingness to work in remote field sites, travel by motorbike and live in basic accommodation.
• Flexibility regarding time constraints and community priorities.
• Fluent in Portuguese (oral and written). Local languages and English are a plus.
