Community Engagement Officer Full-Time

The International Committee of the Red Cross (ICRC), based in Geneva, is a humanitarian organization that provides protection and assistance to people affected by armed conflict and other situations of violence. It employs more than 20,000 staff and is present in 80 countries. The ICRC regional sub delegation in Pemba is looking for a suitable candidate to fill the following vacancy: 01 Community Engagement Officer.

Purpose

The Community Engagement Officer plans, implements and monitors the ICRC’s capacity building and community resilience program part of the Montepuez Project under the supervision and guidance of the Project Manager. S/he monitors works on the site and assists in identifying needs through assessments and surveys. S/he has a close working relationship with external stakeholders related to their projects.

Job Description

• Identifies needs through assessments and surveys.
• Organizes regular field visits and/or meetings with communities, authorities, and CVM (Cruz Vermelha do Moçambique).
• Carries out capacity building and keeps regular contacts with local authorities, community leaders, water committees and CVM, joining frequent field trips to engage/ empower them.
• Supports the work of CVM’s volunteers, partners and national colleagues involved in the project.
• Prepares technical documents (assessments, reports, drawings, bills of quantities, contracts, etc.) for engineering projects (focused on construction and rehabilitation) using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and local building codes/standards, ensuring corrective action is taken where necessary.
• Supervises consultants and/or contractors.
• Conducts quality control of acquired material and monitors and evaluates projects’ performance.
• Contributes to the project identification, development, appraisal, monitoring, review and evaluation, ensuring that all initiatives clearly contribute towards the designed outcomes of the project (part of the Monitoring, Evaluation, Accountability and Learning, MEAL).
• Provides values of measured indicators for progress and final reports on impact of the project outcome, outputs and activities.
• Treats and analyses collected data and prepare the capacity building and community resilience project and post factum reports.
• Maintains accurate records of interviews and safeguards the confidentiality of subjects and people, as necessary.
• Participates in the project meetings and in the preparation of presentations, reports, communication material as deemed needed.
• Creates project files in electronic databases (such as SharePoint the WatHab Project Assistant application) and keeps them up to date.
• Draws up a summary of expenditure for the previous month and forecasts all local expenditure for the various projects and notifies the Project Manager.
• Composes and monitors the budget for the projects for which s/he is responsible, together with all the necessary supporting documents.
• Assumes the main responsibilities for all stages of the WatHab project cycle and ensures that the technical, qualitative, and strategic objectives of the WatHab programme are always met.
• Prepares implementation/progress/feasibility reports and studies.
• Provides regular information to colleagues on security, stakeholder issues, any other relevant information and site progress.
• Manages project purchasing on labour and materials according to the delegation’s financial rules.
• Administers hand-over of ICRC-provided infrastructure to end-users.
• Trains or organizes training and awareness sessions for owners and end-users.
• Uses results-based management to evaluate project implementation.

Certifications/ Education Required

• University degree in civil, water or environmental engineering or relevant background in fields such as social work, sociology, psychology, public relations, or communication.
• Excellent command (spoken and written) of local language(s).
• Excellent command (spoken and written) of Portuguese.
• Knowledge of English is an asset.
• Proficient in use of Microsoft Office Outlook, Word, Excel, and PowerPoint.
• Knowledge of CAD and/or engineering-specific software is an asset.
• Additional university certificates are an asset.

Professional Experience Required

• 3-5 years’ professional experience in a related field of activity e.g., community-based projects, participative engineering projects, community trainings / capacity building, etc.
• Experience managing people.
• Previous relevant experience of working with communities and water committees.
• Demonstrates experience of team working and group work.
• Experience of promoting initiatives through a range of communication channels.
• Experience of community engagement and/or outreach work.
• Experience of working with and leading groups.
• Experience of planning and managing events.
• Experience of organizing and facilitating focus groups and undertaking qualitative research.
