Area Programme Manager Full-Time

The Area Programme Manager is responsible for implementing all programmes within Gaza Area (Education, ICLA, UDOC, and Shelter & WASH)and representing NRC at coordination forums, as delegated by the Area Manager. The APM will be a member of the Gaza Area Management Team.

The following is a brief description of the role.

Generic responsibilities

• Deputize for Area Manager when appointed;
• Support the revision of the CC strategies, technical SOPs / guidelines and Macro LFAs;
• Compliance and adherence to NRC policies, CC tools, handbooks and guidelines;
• Responsible of development and manage funding proposal, project budgets and donor reports;
• Coordinate and manage Gaza programme implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements;
• Ensure capacity building of programme staff and transfer key skills;
• Representation in sectorial; coordination, clusters and/or working groups at the Area level;
• Promote the rights of IDPs/returnees in line with the advocacy strategy .

 Specific responsibilities

• Revise, as needed, the NRC programs Strategy, technical guidance and Macro Log Frame;
• Contribute to the development of Country and Area and strategies;
• Line management of Gaza program teams, oversight of implementation of projects, including targets and budgets, in coordination with all PDMs and project coordinators;
• Contribute to the planning of needs assessments in the Gaza strip;
• Roll out of SOPs to respond to crises in the Gaza strip resulting from escalation of violence, economic and natural disasters;
• External representation at area cluster level;
• In coordination with Area Manager, donor coordination at area level;
• Coordinate project proposals for projects relevant to the Gaza context, and contingency plans and emergency plans;
• Coordinate with grants and M&E department to complete start-up, grants opening and grants closing meetings in area.
