Access to Energy Expert Full-Time

In Mozambique, through the 2023-2028 cooperation portfolio, Enabel aims at supporting the country in achieving its low carbon, just and inclusive development pathway and energy transition by fostering a multi-stakeholder integrated approach based on local needs, national priorities, and global trends. In particular, the portfolio contains two interventions that aim at supporting Mozambican authorities and communities, including women, youth, and other vulnerable groups, to engage together more actively in a cross sectoral coordination focusing on improved climate proofed public services, enabling policies and initiatives for energy transition.

The first intervention aims to develop the local experience and expertise in climate proof public services related to losses and damages, access to energy, access to water as well as waste management and circular economy to improve the living conditions of the local communities on the one hand, and on the other hand, to feed the overarching component related to policy dialogue. The position report to Intervention Manager and will work closely with the other experts in other priority areas. Its also responsible for ensuring the technical quality of the energy access projects through a good knowledge of the sector issues, and a good partnership, dynamic, cordial and transparent – focused on achieving development results.

Job Description

• Ensure that the intersectoral consultation and collaboration between energy and other technical services at provincial and district levels are enhanced through operational and inclusive coordination mechanisms and dissemination of good practices at central level.
• Provide capacity building support to public actors at provincial and district level to develop and implement market led sustainable energy service deliveries.
• Support to enhance operational and inclusive energy sector coordination mechanisms and tools to improve delivery of sustainable energy services.
• Support capacity building of GoM’s institutions responsive for delivery of clean energy services along with private sector, NGOs working in the sector.
• Support in the preparation of training and guidance materials to help key central and provincial decision makers on a scaling up market led energy development approach.
• Support to explore different mini-grid development models, test pilot projects regarding the Operation and Management models in the existing mini-grids infrastructures supported by Enabel and advocate for the best practices to be followed/scaled up.
• Provide technical support to productive energy usage mechanism and innovative energy enterprise to improve the sustainability of (decentralized) renewable energy technologies.
• Promote cluster-based energy access approach and encourage the delivery of clean energy solutions addressing communities’ needs.
• Support gender mainstreaming in clean energy projects
• upport to explore innovative and sustainable and effective solar waste management mechanism.
• Ensure technical and administrative monitoring of companies or supervision firms mandated for the execution the energy projects/pilot projects related to the energy access.
• Feed the databases allowing digitized management and policy feed-back loop with the learning from the field/pilot projects.
• Participate in various exchanges with other potential partners in the energy sector.
• Support for the preparation of capitalization notes on energy access and innovative business models.
• Support the facilitation of intersectoral policy dialogues.

Your Profile

• Master’s degree in energy engineering or closely related disciplines with field experience in mini-grid systems (business models and management) and collaboration with public and private sectors. Field experience in clean cooking innovations or e-waste would be a great additional asset.5 years of design, finance, or engineering experience in the renewable energy sector with strong exposure to mini-grids and off-grid electrification.
• Proven knowledge and experience of conducting detailed business assessments and feasibility studies in the Energy sector.
• In-depth understanding of mini-grid systems, business models, system sizing, component specifications.
• Proven experience working with public and private sectors, as well as local communities in the context of access to energy.
• Experience in several innovative energy access projects, especially e-waste and clean cooking, is a great additional asset.
• Proven experience in project management, implementation, and supervision.
• Ability to develop and manage institutional relationships.
• Mastery of common IT tools.
• Specific competences or knowledge considered an added advantage.
• Experience in design of business models and management systems of off-grid energy projects, mini-grid development cycle, standards and adequate knowledge of applicable standards of mini-grid system components.
• Experience in preparing training materials and best practice documents on energy access.
• Experience in mini-grid business model development and financial modelling.
• Experience in conducting assessments in the Energy sector, especially for rural electrification, clean cooking or E-waste.
• Experience in pilot testing of innovations in the Energy sector, especially for rural electrification, clean cooking or E-waste.
• Familiar with results-based management.
• Ability to use new and best available technologies/business models in the field of expertise.
• Experience in working and collaborating with government, private sectors, community organizations, and financial institutions.
