Programme Policy Officer Full-Time

The United Nations World Food Programme is hiring a Programme Police Officer for Maputo.

Job Purpose

WFP is seeking to hire an Programme Officer NOA for gender and Social & Behaviour Change Communication to provide technical support and aid implementation for WFP Mozambique’s youth, gender and PSEA actions, with a focus on integrating effective SBCC approaches as WFP Mozambique moves into its new country strategic plan (CSP). As a crosscutting function the role is expected to interact with programme teams across the country portfolio, although a strong focus will be placed on climate sensitive interventions with smallholder farmers.

Responsabilities

• Provide technical support to the successful implementation of the MCF programme, focusing on effective targeting, programme design and implementation of gender transformative interventions that resonate both with youth, men and women;
• Capture positive practices in the MCF programme to enable application of lessons learned and scale-up to other similar interventions;
• Engage with programme teams to identify opportunities for community engagement and SBCC activities for gender equality and women’s empowerment, including prevention of gender-based violence (GBV);
• Undertake partner capacity assessments leading the gender, protection and PSEA focus area;
• Work with implementing partners to establish and implement improvement plans for strengthened institutional capacity in PSEA, in line with IASC guidelines;
• Identify opportunities for effective collaboration with civil society organisations in the area of women’s rights and disability inclusion;
• Support the implementation of the annual Gender Action Plan as needed;
• Collaborate closely with the communications team to develop gender sensitive and gender centred communications materials for internal and external purposes including commemoration of international and national days focused on gender equality;
• Any other actions as requested by the supervisor.

Requirements

• Education: One year post graduate relevant professional experience with Master’s Degree, or three years post graduate relevant professional experience with a first University Degree in the areas of gender, anthropology or international development;
• Experience: Has participated in implementing technical programs relevant to gender and inclusion. Has implemented programmes with increased level of responsibility. Has provided input to policy discussions;
• Languages: Fluency in both oral and written communication in both English and Portuguese languages.

DESIRED KNOWLEDGE & SKILLS FOR THE ROLE

• Familiarity with Agenda 2030 and respective targets – particularly Strategic Development Goals1, SDG2, SDG5 and SDG17 – and how the work of WFP can contribute to achieving them;
• Familiarity with WFP’s mandate, Country Strategic Planning process, intervention modalities, programme and project lifecycle tools, implementation, monitoring, and evaluation desirable.
• Understanding of technical and theoretical concepts pertinent to gender;
• Strong knowledge of key national and regional contexts and issues;
• Quantitative and qualitative analytical skills;
• Ability to produce high-quality written outputs in the working language.
• Understanding of basic principles of stakeholder engagement with government and other counterparts at the national or local level.
• Appetite for exploring and experimenting with new ideas and approaches.
• Ability to work independently in a timely and organised manner;
• Ability to work as part of a team, participating in open dialogues and valuing diverse opinions of others, regardless of gender, culture, background, experience, or country assignment.
• Aptitude for managing, guiding and empowering teams.
• Moderate to proficient computer literacy.
