Project Officer (PO) Full-Time

Good Neighbors Mozambique is looking for a Water, Sanitation & Hygiene Project Officer to be based in Pemba, Cabo Delgado Province with frequent travel to the hosting district of Metuge.

Following its strategic direction, Good Neighbors Mozambique (GNMOZ) works in partnership with the government and other partners to ensure that the Health of Internally Displaced People (IDPs) in Cebo Delgado is protected.

Good Neighbors Mozambique has secured funds in partnership with its counterpart Good Neighbors Japan through Japan Platform JPF for a project called: Protect the health of internally displaced persons in Cebo Delgado, Mozambique, by improving the deteriorating water sanitation environment through the construction of water sanitation facilities and the distribution of sanitary supplies.

Main Objective

Reporting directly to: Project Manager (PM)

• The Water, Sanitation & Hygiene (WASH) Project Officer (PO) is responsible for implementation of water, sanitation and hygiene programs at all stages of the project implementation. He/she is also responsible for accomplishing the program objectives and outcomes within the contextual constraints. The PO ensures the overall project activities are completed on time, within acceptable quality;
• Further objectives for the WASH PO involve the HP capacity building, bottleneck issues identification and find quick solutions in strict coordination with PM and PS, the WASH Project Officer reports to Project Manager (PM)

Main Duties & Responsibilities:

• Provide support to PM on effective planning, development, management and technical support as needed, which includes oversight of all activities and to ensure that the construction works adhere to technical standards, designs, Bill of Quantities (BoQs), quality, and timeline;
• Work directly with Construction Company and communities to deliver project activities aligned with the work plan and budget;
• Coordinate and monitor daily supervision and quality control of the construction works and construction company/contractor to build as per stipulated contract terms and conditions;
• Support PM on compiling detailed progress reports for GNMOZ/GNJP management and other stakeholders, enabling real-time tracking of construction progress;
• Participate in the monthly monitoring visits and/or spot checks jointly by GNMOZ;
• Identify bottlenecks and propose to PM the remedial action, any significant bottleneck identified should be reported to PM as soon as possible to reach targets and deliverables on time;
• Work with stakeholders to ensure all required inputs are timely provided and project schedule is met, (In kind contribution of the partners).

Required

• Degree in WASH related studies (Junior);
• Further qualifications in engineering in development related contexts preferred;
• Working knowledge of English and Portuguese, preferably both.

Experience Required:

• Experience working in water, sanitation and hygiene sector (including water quality testing, design of and technical advice on Gravity-Flow and PV Solar Systems);
• At least 2 years’ experience with an NGO/INGO;
• Ability to develop  and write good quality reports;
• Experience working in emergency programmes;
• Experience in conducting training and capacity building of the beneficiaries HP, Community Lordship etc….;
• Experience of representation local level (eg: District/Local Government, and Leadership);
• Good interpersonal skills including verbal and written communication skills

Any Other Special Requirements:

• Excellent computer skills: Microsoft Excel, Word, Power-point presentation;
• Training skills, participatory skills;
• Experience working in Cabo Delgado or similar context;
• Professionally fluent in English and Portuguese. Local language is a must
