Gender Based Violence (GBV) is one of the most systemic and endemic human rights’ issues which affects women and girls worldwide. Violence against women takes many different forms, manifested in a continuum of multiple, interrelated and sometimes recurrent forms. It can include physical, sexual and psychological/emotional violence and economic abuse and exploitation. Violence and harmful practices against women and girls are often anchored in traditional and social norms and are largely accepted by men and women alike, having negative short and long-term consequences on the lives of women and girls, impacting whole communities. Women and girls continue to be victims of violence in Mozambique. Despite all efforts by Government and partners on preventing and combating violence against women and girls, violence and harmful practices are still condoned by large sectors of society. In Cabo Delgado, over 1.3 million are in need of humanitarian assistance and protection due to escalating conflict, insecurity and violence. Protection risks are particularly high for women and children, and people with disabilities. According to a recent gender assessment conducted by CARE, nearly 71% of respondents expressed that GBV is a concern in their communities. Additionally the high poverty rate among Internal Displaced People (IDPs) and their host communities drive the families to adopt negative coping mechanisms, including child marriage. GBV risks remain an acute concern, social protection networks and inter-generational community support systems being disrupted due to displacement. Moreover social distancing measures implemented due to COVID-19 isolate disproportionately girls and women and restrict their access to GBV and Sexual and Reproductive Health (SRH) services. In order to respond to the existing challenges regarding violence against women and girls in Cabo Delgado, CARE is currently initiating and actively implementing a number of projects which include significant Gender and Protection components. These components aim to address the protection risks of the most vulnerable affected persons through SGBV prevention and response (including case management) psychosocial support and protection risk awareness raising. In these activities, male engagement and the meaningful participation/leadership of women and girls will be prioritized.
Purpose: To support the establishment of the GBV case management activities and the strengthening of referral pathways at (4) Women and Girls Friendly Spaces (WGFSs) in the districts of Pemba city, Chiure, Metuge and Montepuez in Cabo Delgado province. The consultancy is expected to provide the CARE Gender and Protection staff with a clear G&P activity implementation plan (across all projects), in order to maximize the projects synergies and impact. This will begin with the mapping of existing GBV services and functional gaps, as well as recommendations on key stakeholders with whom to engage, awareness-raising advocacy, and SBCC activities.
