SOW for Supply Chain Commodity Management Consultant Full-Time

CARE is hiring a SOW for Supply Chain Commodity Management Consultant.

Introduction

CARE Mozambique is seeking an experienced supply chain commodity management consultant, to provide support during the design phase of a USAID five-year resilience program, that will focus on in-kind food distributions or market-based interventions such as cash transfers or food vouchers, resilience food and nutrition security activities to improve and sustain the food and nutrition security of vulnerable populationsThe geographical areas of implementing activities are in Zambezia Livelihood Zone (LHZ) 5.

The consultancy is estimated to be 20 days in duration and will include support on the following;

• Determine and identify Port in Mozambique determining capacity criteria to handle CARE Mozambique annual or bi-annual commodity call forwards.  See attached Port Assessment Check List.
• Provide costs for contracting services such as Certified Independent Surveyor, Customs Clearance Agent, and any other agencies as required by country policies.
• Advice regarding Mozambique policy regarding officials from Ministry of Agriculture and Health presence and any costs associated with their attendance. See attached Port checklist.
• Identify and provide estimated budget for Primary Warehouse at Port.
• Design plan for Secondary Warehouses in Zambezia. Provide budget estimates for renting these warehouses.
• Provide Fumigation Budget. See warehouse checklist
• Provide budget for transportation, a) Long-Haul transport company to move commodities from Port to Primary warehouse and to regional warehouses and b) short-haul transport companies to transport commodities from regional warehouses to FDP.
• Support the design plan for FFDs-how many and location. Use data to use data to map out
• distribution center
• Labor costs for off-loading and loading of commodities at warehouses (Port-Secondary Warehouses
• Provide a CF schedule and Pipeline analysis based on commodity requirements

Requirements

Qualifications

A qualified consultant will have the following skills, qualifications, and competencies:

• 5-7 years minimum experience of working in the development/ humanitarian sector.
• Knowledge of country specific requirements
• Technical expertise in project operations and logistics management.
• Specific knowledge in commodity management and logistics in relation to US Government food aid programming.
• Excellent personnel management skills.
• Strong design skills
