Counterpart International is currently seeking a Commodities, School Feeding Manager  for a 5-year USDA McGovern-Dole Food for Education and Child Nutrition Program which aims to reduce hunger and improve literacy and nutrition among school-age students, especially girls. Under the supervision of the  COP  at the central warehouse, the Commodities, School Feeding Manager is responsible for the day-to-day  management of USDA food, from the arrival of the food to its final distribution, through its reception, storage, transport and reporting. He/she is responsible for the management of food pipelines, distribution plans, claims, data entries and payment requests for food transportation and reporting. He/she will provide communication with the various partners, including forwarders, controllers and carriers. The Commodities, School Feeding Manager will ensure that products are  managed in accordance with Counterpart and U.S. and Mozambique  government regulations and procedures.

This is a full-time position based in metropolitan area of  Maputo, Mozambique. The applicant should be a Mozambique national or have the legal right to work/reside in Mozambique.

Duties and Responsibilities

Main tasks and responsibilities

• Work with the Procurement & Contracts Specialist and the LRP & Market Linkages officer, to prepare pipeline analyses and tenders for goods;
• Work with the Warehouse manager to prepare the application for disposal of unsafe products and other related communications in accordance with regulations and prepare a draft correspondence with the USDA for review by the Program Manager/Chief of Party;
• Participate in the receipt of goods at the port and warehouse and provide a daily update to the Program Managerç
• Review the investigation reports covering each shipment of goods and compare the results with the warehouse receipt figures, then report any discrepancies regarding the report to the Program Manager within three days of the independent controller’s presentation and work with the Program Manager to prepare the certificate of receipt abroad for each shipment by quantity;
• Ensure that missing certificates and other certificates are obtained from the relevant authorities, prepare draft responses where appropriate and submit them to the COP;
• Keep up-to-date the filing system and other shipping records, including bill of lading, LBs, investigation reports and other required documents;
• Work closely with the Program Manager to develop, in collaboration with warehouse staff, a work plan to ensure the smooth running of the warehouse’s operations and, in collaboration with the carriers, to ensure the smooth transport and delivery of goods;
• Ensure the appropriate distribution/transportation of goods to schools;
• Ensure that warehouses are managed in accordance with U.S. government regulations (CFR1599);
• Ensure the availability of sufficient space and the availability of pallets to ensure adequate stacking, containers and bags sufficient for reconditioning/repackaging/repackage and making arrangements for the availability of trucks and other logistical means as required;
• Ensure that adequate security and manpower are available in the warehouse for the reception and unloading of goods, in collaboration with the Program Manager, make arrangements with clearing and transport companies to ensure the proper availability of trucks for the transport of goods;
• Ensure that warehouse staff respect the FIFO principle;
• Inspect warehouses monthly and review stock records and warehouse records and ensure that all receipts, transfers and shipments are recorded and that these records are accurate and up-to-date;
• Ensure that monthly physical inventories are carried out, including at schools. Analyze monthly physical inventory reports and take steps to improve warehouse operations;
• Ensure that the repackaging of the goods is carried out in accordance with the principles of goods management and that the reports cover all reconditioning activities and are submitted to the Program Manager;
• Ensure that warehouse staff inspect equipment, including scales, pallets and all warehouse facilities and equipment to ensure that they are in good condition and that the roof is safe from leakage;
• Review all inventory, distribution and loss reports prepared by warehouse staff and schools and report any anomalies to the Program Manager;
• Inform the Program Manager and Chief of Party when foodstuffs deemed unfit for consumption must be inspected and certified as such by the relevant authorities and make the necessary arrangements for inspection;
• Assist the Program Manager in preparing the monthly product report in the Excel ledger in the appropriate time frame for him/her to be submitted to headquarters;
• Writing accurate and timely quarterly reports on the status of goods, the status of beneficiaries and the status of losses for the Program Director;
• Help prepare the product section of the semi-annual program delivery reports to be submitted to the USDA;
• Check and ensure that payment requests for labour and carrier invoices are in order and properly prepared and submitted in a timely manner;
• Ensure that participating schools have the facilities, equipment and training to prepare and serve daily meals in accordance with the hygiene and preparation standards set by the project;
• In collaboration with the Program staff train PTA members, teachers and cooks in food preparation, hygiene practices and organizational aspects of the school feeding programç
• Review counterpart facilitator reports and ensure recommendations are taken into account;
• Visit schools regularly to follow project activities, take photos of project activities and develop two success stories per school year;
• Perform any other tasks required by the COP.

Qualifications and skills

• At least a university degree in logistics, management, food sciences, or related field; Master Degree is a plusç
• Three (3) years of professional experience in food and warehouse management;
• Knowledge of ICC and USDA regulations regarding accounting and tracking reports of donated food products;
• Experience with U.S. government products is required;
• Good knowledge of customs clearance and shipping;
• Ability to travel at least 50% of the time;
• Experience in logistics planning, implementation and reporting;
• Ability to manage conflicting tasks, set priorities and deliver high-quality services on a regular and timely basis;
• Independent spirit, ability to identify potential problems and propose solutions;
• Proven knowledge of U.S. government rules, regulations, policies and procedures;
• Knowledge of MS Word, Excel and PowerPoint;
• Excellent organizational, analytical, oral and written communication skills;
• Proven supervisory and leadership skills;
• Good ability to manage relationships with diverse people, ability to work well alone and as a team;
• A good command of Portuguese and a good knowledge of English are requiredç
• Fluency in one of the local languages (Changana or Ronga) is a plus.
