Summary

In its efforts to mitigate the impact of public health emergencies, the Government of Mozambique and BMGF partnered with Dalberg and VillageReach to provide technical assistance (TA) to Ministry of Health (MISAU) to strengthen its capacity to respond to public health emergencies. Due to a current surge in COVID-19 cases VillageReach TA will initially focus in supporting MISAU to effectively execute the government emergency response action plan. VillageReach, therefore seeks a dynamic and experienced Advisor to provide technical assistance to the MISAU Response Coordinator for the operationalization of the COVID-19 response plan. The role will primarily support the National Directorate of Public Health (DNSP) at central level, but will also strengthen linkages between central and sub-national level coordination. All responsibilities described below will be executed in a capacity strengthening manner so that skills are transferred to DNSP personnel.

Scope of services

Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time.

• Develop and use of relevant implementation tools such as for activity tracking, meeting preparation templates, meeting notes templates, executive briefing templates etc;
• Prepare for, help organize and facilitate coordination meetings in support of the DNSP Director and follow-up on action items with the different teams involved in the response;
• Document challenges and proposed solutions;
• Elaborate and provide daily briefings through fixed-schedule coordination meetings/calls with the DNSP Director to address any urgent activities in the implementation of the response plan that require the intervention of the DNSP Director;
• Elaborate weekly summaries on progress and monthly reports on key progress;
• Support efforts for improving coordination between central & subnational with a focus on priority provinces;
• Provide TA to relevant MOH team to manage the timely and effective implementation of all activities according to set priorities in the response plan and budget and take actions to deal with the results of delays;
• Strengthen mechanisms for appropriate planning and implementation of the response activities in close collaboration with the M&E team in order to meet deadlines;
• Provide inputs for micro-planning, reviews and evaluations, including conducting assessments, tracking activities, intra-action reviews and actively participating in planning workshops and meetings, ensuring beneficiary and stakeholder participation in the planning process;
• Carry out any other relevant duties – as assigned by the Response Coordinator or other health authorities.

Timing and Level of Effort

• The Advisor will be engaged for eight hours per day during the working week. The engagement is expected for 6 (six) months. The assignment is expected to start in March 15th, 2021;
• It is expected that the Advisor may have to work additional hours depending on the workload to meeting the expected results.

Requirements

The Advisor shall have the following minimum qualifications and experience:

• Degree in public health, economics or business administration;
• Experience in public services management, preferably in emergencies within the health care sector;
• Experience in project coordination, capacity building and working with government authorities;
• Experience in working in deprived settings;
• Proven ability to: (i) handle multiple tasks under pressure with short deadlines; (ii) ability to work independently, seeking guidance on complex issues; and (iii) excellent interpersonal skills, proven team orientation and the ability to work across unit boundaries;
• Proven track record as a team member or/and team leader;
• Excellent knowledge of spoken and written Portuguese and some skills in English would be an advantage.

Other Qualifications

• Established cultural competency in partnering with racial, cultural and linguistically diverse groups;
• Demonstrated understanding of challenges with working in rural, underserved and low-income context; experience living in and/or working in a low-income country a plus;
• Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel) and comfortable in a fast-paced technical environment.

Environment and Physical Demands

VillageReach has no private offices, employees work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences between our Seattle office and our Country Offices and location of other global staff, US based staff are expected to be available for early morning meetings starting at 6am. In addition, our global HQ and Country office staff are expected to be available for late afternoon/evening meetings up to 6pm.
