Spotlight Initiative Programme Coordinator Full-Time

UNDP is hiring a Spotlight Initiative Programme Coordinator based in Maputo.

Background

The European Union (EU) and the United Nations have embarked on a new multi-year programme, the EU-UN Spotlight Initiative. The Spotlight Initiative aims to support transformative change on the ground to end violence against women and girls and harmful practices, in numerous countries globally. The Initiative comes with the highest level of commitment globally and will be governed by the UN Deputy Secretary General and the Vice President of the EU Commission. The Initiative is built around six pillars developed after an extensive global theory of change exercise. The pillars are: 1) Laws and Policies; 2) Institutions; 3) Prevention and Social Norms; 4) Services; 5) Data; and 6) Women’s movement. Mozambique is one of the participating eight countries in the Africa region and will have interventions in all the six pillars. The Spotlight Initiative’s investment in Mozambique aims to contribute to a country where every woman and girl is free from all forms of SGBV and harmful practices and can enjoy sexual and reproductive health and rights. The programme will operate in three provinces in Mozambique and at the central level, in accordance with the scope of the Spotlight Africa Programme, focus on: sexual and gender-based violence (SGBV), early marriage (with linkages to the eradication of harmful practices) and sexual and reproductive health rights (SRHR).

Based on the above, the United Nations in Mozambique is seeking for a Programme Coordinator (P4) who will responsible for the day-to-day SLI programming including planning, implementation, communication and visibility and reporting including technical guidance and oversight. The PC will specifically oversee the provision of technical guidance by the team i.e. ensure that the activities specified within the programming document are carried out in such a manner as to achieve the objectives and assist other SLI staff, the LE, RUNOs and Associated Agencies to perform the roles assigned to them and to ensure quality assurance of SLI.

Duties and Responsibilities

1. Coordinate the implementation and management of the Spotlight Programme in Mozambique

• Work closely with the Lead Entity to ensure the appropriate and effective implementation of project activities and the use of EU and other co-financing resources;
• Develop systems and processes necessary for the tracking, planning and execution of all project activities and project-related governance structures;
• Monitor project implementation at all stages, paying special attention to the analysis of risks and other difficulties, initiate remedial actions when necessary;
• Facilitate the Mid-Term Review and the independent Terminal Evaluation;
• Act as the Secretary to the CSLC and the ATG and prepare working documents for discussion at CLSC and ATG meetings;
• Ensure the preparation of substantive, financial and other project reports stipulated in the Programming Document for their submission to MDTF and the EU and the annual workplan including the financing required (to be approved by the CLSC).

​2. Oversee technical assistance, programme development advisory services, and capacity development to the Spotlight initiative in Mozambique

• Oversee and provide technical leadership on capacity-building of partners and the SLI team linked to the SLI implementation approach and strategy;
• Provide programme development advisory services and develop programmes related to SLI (follow-up on addressing SLI unfunded gaps) and other resource-mobilization opportunities;
• Organize periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on programme design, as necessary;
• Prepare and provide guidance for staff and implementing partners on RBM and performance indicators including the SLI implementation strategy focusing on outputs and outcomes;
• Advise the RC and the Head of the LE on inter-agency coordination related activities by attending meetings, events and by participating and supporting the work of groups and committees;
• Coordinate with all key partners including at the UN, government, donor and NGO levels to ensure harmonization of SLI interventions with other efforts particularly on capacity-building and technical assistance.

3. Manage the people and financial resources of the Spotlight programme

• Manage the programme budget and finalize financial reports;
• Manage programme staff M&E Officer and the Admin Associate and supervise their work.

4. Lead advocacy, knowledge building and communication efforts

• Lead and manage advocacy and communication efforts (in collaboration with UNICEF and the UNCG);
• Represent the Spotlight in meetings and policy dialogues on issues related to Spotlight programmes;
• Identify best practices and lessons learned to guide programme improvement and strategy planning;
• Lead the development of knowledge management strategies and methodologies and products on Spotlight programmes.

Required Skills and Experience

Education

• Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required;
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
• A project/programme management certification would be an added advantage.

Experience

• Minimum 7 years of progressively responsible experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
• Technical experience in policies and programmes on gender equality and EVAWG/HP, including on the forms of EVAWG/HP in the Country thematic focus areas;
• Experience coordinating and liaising with government agencies and/or donors is an asset;
• Experience working in the UN System is an asset;
• Experience in leading/managing a team is an asset.

Language

• Fluency in English and Portuguese is required;
• Knowledge of the other UN official working language is an asset.
